Roll Call Present : A. Anderson, M. Borgene, J . Dreyling, D. Kostlshack, P. Lippert, D. Sand , T. Sather, M. Wild Absent : C. Grudnoske, D. Haiva , J . McTavish, M. Olson Also Presont : Councilman D. McAllister Parks Director J . T. Buckley Approval of Minutes It was moaned by M. Bergone, seconded by P. Lippert, that the minutes of March 16 be approved as mailed . Motion carried unanimously. Council Report - Arden Oaks. Council has approved the development agreement . Engineer states there Is a vision problem wlth the hill on pro- posed park site. Parks may be asked later to decide 11 the hill can be lowered or If the road may have to be raised . No more action w M be taken until Engineer has made recommenda- tion. • - Royal Hills. Owner of property Is getting av-t appraisal ; would Ilke to base park dedication on 00% of this appraised value. Councilman McAllister pointed out that the City has the option of having a second appraisal done, at developer ' s cost, and basing park dedicaflon on this appralsal . - Cummings Park. Buckley reported that Control Data Rea ') Estate Consultant, Donald Craw✓, has been In to see him; sees no problem with use of ControC Data parking lot for park larking . Control Data attorneys are working out an ag E eoment; this may include token $ 2 . 00 lease cost, Arden Hills' agreement to pro- vlde police patrolling of lot, and Parks Maintenance ptaople to do clean up of area . This agreement should be ready for review In about two weeks. - Budget Cuts. C. McN l esh rnerno detailing budget cuts is attached to these minutes. Council adopted $5. 00 fee for all participants in Summer Playground program, and two days involuntary time off for full time employees ; other details of cv1s Included In memo. - County Road E S i dews 0 k. Bids have been lot to Arco i Construction Co. for this. • Newsletter Subcommlttea Report Ed i for 1 a 0 describing Parks Department activities was aot ready for April issue of Tovn Crier, will be included In May Issue. a • Survey Subcommittee Repc�rt No complete report was presented ; will probably recommend delaying a complete Village survey for some time. Subcommittee plans to co00ect survey forms from five or six other communitles, will develop two surveys , one for specific neighborhood use, one for over.a00 ViOPage use. D. Kostishack pointed out that she would Pike the, survey to not encourage neighborhoods to think of a park as "their" park, but as a "Village" park, designed for entire V100age use. Update. District 629 School Closings , Sumner SchoO0 Latest School Board deliberations indicate there will be only remedial and course makes up summer school offered . Local. Park Director and YMCA hope to have a combined summer program schedule in the New Brighton Bulletin listing all the activities available for youngsters and adults for the summer months. District plans to se00 Johanna Junior High; Rosevil0e is negotlat- Ing to buy S to 00 acres of the School property to use for park purposes. Summer Program Pro._DOsa 0 Program adds Many McCaulley Basketball Clinic for girls; will be held at Valentine Hi00s School , be se0f supporting , be offered for e0ementary, junior high and senior high girls . Since gymnastics and tumbling have prevlousOy been highly attended in Summer School programs, a codarse for beginners , advanced beginners , and • possibly one more 0evel at Valentine Hi00s School is recommended . Racquetba0l is removed from the schedule because of Pack of Interest , .jazz-er-clso added . Mounds View North - Faml0y Camping Is offered as a "piggy back" program with Roseville, program wil0 be entlre0y handled by them; offers one week farolly camping . Teen program has been deleted through lack of interest; a coopera- tive program with surroundinp villages may be added . Motion was made by M. Borgene, seconded by T. Sand , that this program be recommended to Council for approval . Motion carried unanimously. MlsceOlaneous Business Committee concurred that .tune meeting will be a taut of all Village parks and some neighboring V100age parks which are highly deve0oped. Park COean-up Day was set for, May I .
