Anderson , M. Bergene, C. Grudnoske, D. Kostishack, P . Lippert, J . McTavish, D. Sand, T. Sather Absent: J . Dreyling, D. Halva , M. Olson , M. Wild Also Present: Parks Director J . T. Buckley Mayor R. Woodburn Councilman D. McAllister Approximately 25-30 Cummings Park Residents Approval of Minutes Moticn was wade by M. Bergene, seconded by T. Sather, that the minutes of April 83 be approved as mailed . Motion carried unani - mously . Discussion with Residents in Cummings Park Area Cummings Park residents presented their concerns about overdevelop- ment of this park. Al Montgomery, as spokesman, presented an alternate plan they had prepared, which suggests one youth field • for softball , soccer hockey, etc. , no lights, all parking in Con_t:r_o_F-Ua_f_a"park1nQ lot, the warming house and storage shed being move own near the Control Data par inq_ to . They further suggest no parking In the cuI de sac, with this well posted, and an earthen berm and tress to the vest of the youth field . They feel strongly that they want the "neighborhood Dart " onf%0pt,; large ball fields would bring in others; fee , strongly this should be kept as a neighborhood park only. Discussion follows: 1 . A . Anderson: . With the closing of Johanna School , Parks De- partment wil8 lose two softball fleids, two baseball fields , and two soccer fields . There is a pressing need for more ball fields; addition of one at Cummings would not seem to be the answer; perhaps Parks Committee should look Into purchasing a larger plecc of land to locate all additional fields needed . 2 . D. Kostishack. What you are asking for (Cummings Park people) could be put on three acres: and there are 17 acres there, perhaps land should be sold for development . 3. T. Sather . it seems to me these people are concerned about ( 1 ) noise and traffic, (2) misbehavior and beer drinking by ball players . I live next to Perry Park and have no problems with league play near my homa . There has been no littering problem, no drinking problems, police control twice nighfly, no noise • problem. 4. C. Grudnoske . This was designated as a neichborhood park in the ten year Comprehensive Plan, has this been changed? w 5 . McTavish . Needs have changed since the plan was adopted, a need for more fields has developed . This plan met basic needs at that time . it would be very poor park pianning at this time not to allow for eventual development of this field (not to follow the plan as SUbmitted to Council In February) and allow for the league size field when and if it is needed . 6 . P. Lippert. i am a member of the Parks Committee and a resl - dent of the Cummings Park area. At this time many of us can see a need for tot lot, smali size field, etc. In years to come, our chlicren will be teenagers and need facilities as included In this plan . Park should be planned for the greatest good of all , now and in the future . 7. A . Montgomery (Cummings Park area) . We are not saying no organized activities; envision youth soccer, softball , no adult organized leagues . 8 . Susan Anderson (Cummin ssPParrk area) . We have no assurance that If the area Is graded, if there is any pressure for another adult field, you won 't put it in . There will then be parking In the cul de sac, activities planned seem jammer together in too small an area. It seems like too many activities to put into a park with only CDC parking lot accessibility . (Parks Committee members pointed out that this plan had been devel - • oped by a professional planner with assurances that there is adequate space in the area: for these things planned. ) 9. D. Name not alven (Cummings Park area) . The plan we are proposing allows a good area for * nformal activities with not as much grading done . 13. Tom Leonard (Cummings Park area) . Has had experience with living by a park with scheduled activities, has five children, found their activities were scheduled as much In other parks as in the one bordering his home, so did not eliminate driving, Questioned Arden Hills park drinking ordinance; said he had scheduled two company games at Perry Fark two years ago and provided beer for all players . Stated th•,t if you are depending oit CDC parking lot, you ' re Just deluding yourselves, depending on oullside corporation • for parking Is poor planning. Feels Parks Depar-�ment Is trying to fit a "square peg" in a round hole, with this plan . r ' t Motion was made by C. Grudnoske, seconded by P. Lippert, that Committee te�ble the matter until we look at_ costs of arading, until we loq,k at additional ball fields In other areas, and until we resolve the par ng pro 8em. Motion carried unanimously . Mouton was made by J . KcTavish, seconded by D . Kostishack, that a task force be appointed to determine total numbor of fields needed, look at what lands are available, and what options we have to buy them. Motion carried unanimously . C. Grudnoske asked that all members of the Parks Committee be notified of all meetings of the Task Force so they can attend If they would like to. P . Lippert reques.ied that the Task Force look at the possi- bllity of a complex of fields located where they would not disturb residents of the Viliago. Task Force will consist of: P. Lippert, Chairman A. Anderson (Cummings Park area) A. Montgomery C. Grudnoske A . Anderson (Parks Committee) J . Buckley Councl'l Report Councilman McAllister reported that the grading plan has been submitted for Arden Oaks area; proposes grading the hill on park land back enough so there Is visibility around the corner, will abring the grading plan to the Parks Committee when It is available. Final development plan for Royal Hills has been approved with several contingencies ; settlement of park dedication, pending law suit, etc. Round Lake Park Site Acquisition The request by Parks Committee for park dedication by Motorola leaves a portion of land belonging to Motorola inaccessible; Committee was asked to look at the site again to see if this .re- quest should stand . Committee sees no reason to change original decision . Miscellaneous Business --Winter Program. Participation report on w Inter program Is attached . --Softball Leagues . Leagues began play week of May 3. There are ten additional teams this year. About 60% of the teams are industrial teams . --Summer Program. Buckley reports many talented lndividuafis have been Interviewed for the summed- program positions . Six have been selected to review hiring by the Council , will be rocom- mended to Council for summer employment. He anticipates more participants in the program this year; expects to recruit Junior High and Senior High individuals to assist, particularly during the morning Tiny Tots program. Ffycrs wi l l be distri - • buted in the schools this week . --Parks Cleanup . Participants felt this was an excellent program, should be repeated next year. --Park Tour.
