Village of Arden Hills June 8, 1962 Village Hall Comm Ittee met at the Village Hall at 6:30 p.m. to begin a tour of Village parks. Committee come-gents follow: Arden Manor (Trailer Court) Two storm, sewer culverts, seemingly on park property, do not have covers, could be dangerous to young children. Committee asked Buckley to have this corre:ted. Valentine Hills Park Park is fully developed at this time, seems to be getting heavier usage than In pravious years. Chatham Area Coranittee walked a short way on one of the trails; Buckley intends to keep outer pathway mowed. Corridors presently have wood chips, would like all of then to have an ag-lime surface eventually. Perry Park Park Is coMpletely "filled up" with activities, heavily used. Sarrap2�3n Park • This is a sr-oll , strictly ne ahborhood park; has heavy neighborhood usage. Hazelnut Park L, Com:ri'ttee noted that sIgnage is difficult to see, recommended more visible sign. Climbing structure Is heavily used. Linde,,Os Triangle Original owner of the property Is asking Rrmsey County to sell it back to him for development. Aree, is urgently needed by Parks Department, is used for Infonaal ball playing and scams teary practice. Crepeau Park No development Is planned at this time; Cormlttes discussed a nature trait, and the passibility of Interesting community organizations In helping to estab- Ilsh :-his. Buckley • Minutes of Regular Parks and Recreation Committee Meeting Village of Arden Hills July 20, 1982 Village Hall Cali to Order The meeting was called to order at 7: 30 p .m. by Acting Chairman Buckley . Roll Call Present: M . Bergene, J . Dreyling, C. Grudnoske, D. Kostishack, P. Lippert, D . Sand, T. Sather Absent: A . Anderson , D . Haiva , J . McTavishO M. Olson , M . gild Also Present: Councilman T . Mulcahy Parks Director J . T . Buckley Finance Committee Representative C. Rundquist Approval of Minutes It was moved by D. Sand, seconded by P . Lippert, that the minutes of June 8 be approved as mailed. Motion carried unanimously . Council Report - Road Through Floral Park. Councilman Mulcahy reported that the Council had approved locating the road 5 feet further east than had been platted, to place it somewhat further from Tschida 's home. Bid has been awarded to C . W. Houle for construction of the road . - Council has accepted $9,500 .00 as satisfaction of the Royal Hills park dedication, payable at the rate of $593 .75 per building permit, total to be paid by August 1 , 1984 . This amount equals !0% of the purchase price of the, land. - Council has approved surfacing of park trail from Norma Ave. to Floral Park with ag lime . This Is a heavily used trail , and wood chips would prove to be unsatisfactory there. - Clerk Administrator has written the County, on behalf of the Council , advising them that the Village would prefer that the County retain their easement on the Lindeyfs Triangle area; feel it is not suitable for development, should be kept as open area . Proposed Budget for 1983 J . Buckley presented to Committee his proposed budget for 1983. it is essentially the same budget as submitted in 1982 . Committee reviewed each section of the budget; it was moved by M. Bergene; seconded by C . Grudnoske, that Committee recommend the proposed budget to Finance Committed and C:ouncll for approval . Motion car- ried unanimously . Comments and questions by the Committee • include: I . In Self Sustaining Recreation Fund, a decrease in cosh of Instructors Is noted; Committee would like rationale for this . • Parks and Recreation Committee Minutes July, 0982 Page 3 when and if It becomes available . Report on Control Data Parking Agreement The Agreement is in the hands of Control Data 's attorney at this time. When it is completed, bids will be solicited for grading a4L -T Cummings Park and submitted to Committee for discussion . . f- Vq, �v District 621 Schools - Edgewood Community Service Center J . T . Buckley reported that the District will be re-opening � 0" (41 ��' Edgewood School as a Community Service Center; It will be available for day time and evening programming to all the Parks and Recrea- tion Departments In the School District. Self Sustaining Recreation , account 343, Committee would like explanation of $830 in "Facility Rental " . 3. Buckley stated that there is no longer any State Aid avaiiabls for Diseased Tree Program, is recommending it be continued to assure continued good appearance of Village, and avoid proliferation of tree diseases . 4 . Park Fund. Buckley Is recommending expenditure of $37, 350 In this fund; expenditures planned are primarily those recom- mended for 1983 in the Ten Year Plan . He recommends Committee review of the Ten Year Plan during the fall and winter season . Plans for expenditures in Cummings Park are not firmed up, pending completion of parking agreement with Control Data . Dreyling queried if the legality of Arden Hills ' dedication requirement had ever been determined . Committee would Bike to know if they can insist on land or monies, whichever they desire . Trails Trail construction and maintenance was discussed at length . M. Bergene stated that trails In Chatham area have weeds and thistles growing in then, wood chips spread Into adjoining lawns causing lawn mower damage; queried if It would be feasible to ag- time more of the trails . (Cost of ag-liming trail is approxlmptely $ 1 .00 per foot, wood chips at present are free . ) Buckley stated that he had wanted all trails put in so residents and public would know exactly where they are; wilt pursue a more aggressive mowing program to keep weeds down . Trails will also be sprayed to remove weeds and thistles . One corridor In Chatham, running near residents ' homes, is being considered for ag-ilming, at owners ' expense, because of their objection to wood chips . Committee con- curred with this . T . Sather noted that wood chips seem unsightly, wondered if in the future a permanent, attractive type of uuteria ( , such as bricks could be used, at least in areas bordering homes and parks . J . Dreyling asked if Committee should consider setting up a schedule for gradual ag-liming of all trails . M. Bergene- requested installation of "No Snowmobiling" and "No Motorized Vehicles" signs on Chatham area trails . Report of Subcommittee on Land Acquisition_ P. Lippert and J . Buckley reported that a 35 acre tract of Land In the Arsenal , bordering Highway 35w and on west side of P rsena i ,, may possibly be released for sale, seems suitable for ball fields . It would probably not be available for development for • two to three years . Buckley presented a list of sites still undeveloped In Ardsn Hills. After reviewing these, Comt-flttee concurred that the only two possibilities for location of future bail fields would be the triangle (N i gh+ray 96, North, H i gKvay 10 ties►, and Snelling Ave. N.E.) and the Round Lake South area. They rec�ues€•ed subcommittee to assemble approximate costs for these two pieces of property, and how many fields could be located on thc-�i.
