WNW— Minutes of Regular Parks and Recreation Committee Meeting Village of Arden Hills October 12 , 1982 Village Hall Call to Order The meeting was called to order at 7 :34 p.m. by Chair Anderson. Woodburn Councilman T. Mulcahy Parks Director J . T. Buckley Approval of Minutes Motion was made by T. Sather, seconded by D. Kostishack, that the minutes of September 21 be approved as mailed. Motion car- ried unanimously. Council Report - Council has approved a development agreement for Arden Oaks Addition - will be developed by Royal Caks (Marcel Eibensteiner) Instead of Derrick Land Company. The developer will grade the proposed park aroa in accordance with the Village' s wishes, to taken care of the sight line problems. Buckley DATE: 1-17-83 Subject : 1983 - School District 621 : Summer School Program The Mounds View Schools Community Education Dept. has for years , sponsored a six weeks summer school program that provided a four hour ( 8 :00 to 12:00 noon) education/enrichment program for its students , free of charge . Free bus transportation was also pro- vided. Nearly half of the eligible students attended past summer schools . School funding restraints groatly char-god the Summer School Program in 1982 . Stage subsidy still provided funding so the school dis- trict could offer free academic summer school clan es and free bus transportation . However all enrichment classes wake offered on a fee support basis . Due to a contractual agreemeat with the teacher's union, the enrichment class fees were very high and most of the classes were cancelled due to a lack of registration. The hounds View School ' s Community Education Dept . has made a • propoosal to the Arden Hills , Mounds View, New Brighton, and Shore- view Parks and Recreatiok Dept . for 1983 . The school district would again offer free academic classes and bus transportation to district students . The sc_ ciol dictri.ct then suggested that the respective recreation dept . apoasor fee supported enrichment classes to increase the learning opgoatuui_ty for district students . The school district is in favor ci this ; oint programming because parks and recreation departments can offer the programs at a lesser fee to, the residleats Mounds View IL.gh School will be the rummer school aite for Jr. High and High School students this summer. Ardn.n Hill ' s Parka and Rec . would have the opportunity to eponeor enrichment cleates at Mounds View High to complement the school 's academic classes . The Village staffed, maintained Ice Rinks and heated four warming shelters this winter. Location and facilities at these staffed rinks are. Hockey General Skating Lighting - fair Freeway Park General Skating Lighting - excellent Hazelnut Park Hockey Hockey General Skating Lighting - good Perry Park -- General Skating Lighting - poor Valentine Park handle The hockey rink behind Mounds View �IlCollege maintained HighbSchool the VPhysgcaloEducation the heavy demand for broomball by Beth Classes. Lights are available at this site, however, there is no shelter. Neighborhood Skating Ponds During past skating seasons the Parks Department maintained several neighborhood ponds by removing snow and flooding the rink. This has been an economical way for providing skating for neighborhoods without the overhead expense of shelters and supervisors. Neighborhood ponds maintained were:Floral Park Arden Manor Park Cummings Park Indian Oaks Court This past winter was a disaster for neighborhood ronds. The combination of water soaked soil , mild fall tempatures and the heavy November snow on unfrozen ground made it nearly impossible to maintain the neighborhood ponds on a regular basis. • Participation Report Ice skating participation can best be divided in six categories. General Skating - Neighborhood non structured hockey & broomball Arden Hills Youth Skating Lessons - Lake Region Youth Hockey Bethel College Intramural Broomball - Mounds View Physical Education Classes General Skating General skating is very popular through the holidays. The youth and some adulalso have leisure time to skate. The change of seasons and novelty of ice skating encourages active participation. General skating avtivity does decline as the newness wears off and the cold weather sets borhood Hockey & Fro Neigh omball d adults have increased among Informal hockey and broomball actitivies for youth an groups, businessess, companies and church groups. Participation in Hockey and broomball is usually strong and constant through the skating season. Youth Ice Skating Lessons Interest in skating lessons continues to be strong, 29 individuals registered for the lessons this season at Valentine Park. Lessons are scheduled for Saturday mornings. Lake Region Youth Hockey This past season four youth teams were assigned to Arden {-tills Rinks for practice and playing home games. • Mites Joe Mauricio Squirts Joe Bender Pee Wees Joe Mauricio Bantams Gary Niemczyk The teams averaged two practices and one game per week at the rinks. All games were scheduled at Perry Park, practices were divided between Perry and Hazelnut Park. Bethel College Intramural Broomball Co-ed broomball is the most popular intramural sport activity that Bethel sponsors during the year. Forty-eight teams registered to play this year with over 650 students participating. Bethel games were scheduled at the Mounds View rink Monday through Thursday evenings and Saturday mornings. Additional games were scheduled at Freeway, Hazelnut and Perry Park. Bethel Intramural paid $720.00 this season for the use of lights for broomball . • Mounds View Physical Education Classes Co-ed broomball is extremely popular at the Mounds View High School too. Bitter students from playing broomball during cold tempatures or snow storms did not stop the their physical education period. Request for Support for Handicap�,ed Program Village has received request for monetary support of a recreational program for mentally handicapped persons, sponsored by the Mounds View Parks and Recrea- tion Department. There are eighi' Arden Hills participants in the program, • suggestion is for $25 yearly for each participant. Committee Is interested in supporting the program, would like Buckley to deter- mine ( 1 ) actual total costs of the program, (2) future plans for the program, . (3) response from other affected cities to request for support, (4) other ways Arden Hills could be Involved on a co-sponsorship basis, I .e. recruiting volunteers, publicity, etc. Council Report - Arsenal Property. Mulcahy reported that the. Council had met with Congressman Vento and expressed Arden Hills' high interest in obtaining Arsenal acreage release from the Government. He suggested Committee and Council regularly convey Arden Hills' continuing Interest in the property to the proper authors ties, is confident that this is a future possibility. - Negotiations have begun with W. W. Grainger for park dedication; aim is for about $20,000 cash dedication. - Council has approved parking lot lease agreement with Control Data Corpora- tion. Winter Program Proposal Committee reviewed and approved proposed winter program schedule; suggested that "Perpe'ual Motion Dance" be idsntifled as advanced aerobics.
