Village Hall 7 : 30 p . m. - Jeanne Gilbert submitted her resignation from the Parks and Recreation Committee . Call to Order The meeting was called to order at 7 : 40 p.m by Chairman Sand. Roll Cali Present - D. Sand, A. Anderson , G. Dreyling, J . Otto, T. Sather, M. Wild . Absent - M. Bergene , K. Boss , D. Klick , D. Kostishack, P. Lippert, T. Tuggle . Also Present - Councilman T. Mulcahy , Parks Director J . Buckley . Approval of Minutes The motion to approve the Minutes of 9/ 13/83 Parks and Recreation Committee Fleeting was made by Otto and seconded by Sather. Motion carried unanimously . Council Report Councilman Mulcahy reported Council approval of the Parks budget for 1984 , Park Director' s attendance at the Minnesota Recreation and Parks Association Fall Conference and reported that Council • reviewed the Charles Tooker Evaluation of Arden Hills Parks and Recreation Department. Councilman Mulcahy expanded on the Tooker evaluation by reminding the committee that the study was engaged to compare Arden Hills ' parks system to similar cities , and to provide a non-internal look at the general direction of the Arden Hills parks and recreation program and development . Mulcahy stated that Council generally felt the Tooker Evaluation to be a good document, providing a good basis for the Council ; noted that Council will be looking for a flow of responses from the Committee as a result of the Committee ' s discussions of the Tooker Evaluation . Tooker Report Committee Discussion and Comments : - The Evaluation is reassuring and confirmation of present policy ; shows we have good program and that our director has done a good job . - if we are going to follow direction from the Evaluation , we are going to have to expand program which will mean at least another part-time program developer. - We could make some kind of attempt to make footnotes re maintenance cost on Capital Plan . - Kind of questionnaire up-date : are educational level and age questions etc . necessary? - The Evaluation has rural rather than urban perspectives . • - The Evaluation did not take into account adjoining facilities and programs in our neighboring communities . - Sand asked the Committee to focus on three things : 1 ) Development of an administrative manual , 2 ) Updating of the 1973 euestionnaire , and 3 ) Establishment of a written policy on bequests . Minutes of Parks and Recreation Committee Meeting November 8, 1983 Page two • - Sand asked the Parks Director to summarize his responses to the Evaluation . Director Buckley stated the Evaluation complements and reinforces our philosophies , and enforces the existence of the solid basis In which the Department was built. - The location of balifields is definitely part of the philoso- phy of the overall parks program. The impact of ball - fields on the residents of our neighborhood parks was not fully defined in the Evaluation . - Clerically , we should develop manuals expanding program and staff evaluations and program research . - In response to the suggestion to contract for park main- tenance , we have been watching Mounds View do this with one of their parks -- they like it, but in comparison , It is still more expensive than our maintenance costs . We will continue to follow the costs of contracting for park maintenance . Sand summarized , by stating that Council 's suggestion is well taken and in the next couple of months this Committee will continue to "hash over" the Tooker Evaluation . Sand asked about the admin- istrative suggestions in the report . Councilman Mulcahy answered that the organization should be left to the Council ; if anyone has any suggestions , Council will hear them. • Winter Program The Director introduced the proposed 1983- 1984 Winter Program ( attached to Agenda ) . It was noted that tennis instruction was timely because of Arden Hills ' additional courts . The North Suburban Community Orchestra is new , and will be for high school age , and older , from Arden Hills , Shoreview , New Brighton and Mounds View . The ski trip is to Steamboat Springs , through a travel agency in Shoreview . A motion was made by Sather, and seconded by Wild , that the proposed Winter Program be approved . The motion carried . The Winter Program flyer is to be included with November Town Crier . Park Development Up-date ( see attached summary ) Cummings Park is coming along very well . The slopes will eliminate the need for bleachers for spectators . The neighbors feel they will not be bothered by the activities in the ball park area because , while grading equipment was working, they were not bothered by that noise . It was felt this was due to the ball area being lower than the surrounding homes . Cummings needs trees , and the black reinforcing material will be removed when arass appears . Posts with chains have been installed on the Control Data side . Sand commented on a possible Arbor Day activity to solve the Cummings Park treelessness . Field design change at Perry Park involved skimming the sod and • moving home plate back , which makes for a better-sized field . it was noted that new softball regulations for 184 wil be 65 foot bases , rather than the current 60 foot. This is supposed to speed up the game and do away with close calls . Minutes of Parks and Recreation Committee Meeting November 8, 1983 Page three Some of the trails will require a small foot bridge in low areas . The bridges will be constructed in such a way as to not impede cross -country skiing . The trails have been graded, mowed and other- wise identified. In the future , Parks Director will be working with Ramsey County on the Lexington/Victoria access to Cummings Park. MnDOT will be working on Hamline in the future and this will involve grading to Floral Park . Miscellaneous Committee appointments for 184 will be made in late December and early January . Representative Bennett spoke to J . Otto about the Possibility of State monies being available to Arden Hills parks . This will be checked out . The December 13, Parks and Recreation Committee P•leeting will be a Christmas Party at the home of M. Wild , 1235 Wynridge Drive at 7 : 30 p .m. The Human Rights Commission was Invited since Councilman Mulcahy is also the liaison to that com- mittee . Adjournment_ The motion to adjourn was made by Sather, seconded by Anderson .
