Minutes of Regular Parks and Recreation Committee Meeting
Village of Arden Hills
June 21 , 1983

Call to Order
The meeting was called to order at 7 : 35 p . m. by Chair Sand .
Roll Call
Present : D. Sand , A. Anderson, K. Boss , G. Dreylung , D. Klick,
D. Kostishack, T. Tuggle
Absent : M. Bergene, J . Gilbert, P. Lippert, J . Otto, T. Sather-,
A. Montgomery, M. Wild

Motion was made by T. Tuggle, seconded by K. Boss, that the
minutes of May 10 be approved as mailed. Motion carried unani -
mously.
Tour of Village Parks
Tour of the Village parks by Committee members scheduled origi -
nally for June 13, and then June 20, had to be cancelled both
times because of inclement weather. The tour will now be held
at the regular July meeting, July 12 , at 6 : 00 p .m. After the tour,
meeting will be held to work on p y wo u d ro used 1934 budget d Ten
Year Park 1m rovement Plan. uc e like to € nvite any
mem ers who cannot make the July meeting to call him and arrangs
alternate time for tour of Village parks with him.
mmittee Membership
JX/R_ckley reported that Al Montgomery will be returning to school
for two years at Cowa City , will not be able to continue to serve
on Committee. He Is very interested in service on the Committee
when he returns to Arden Hills. Chair Sand noted that vacancy
will exist on the Committee , would like any suggestions for another
member from that area of the Village given to T. Mulcahy.
Cummin s Park, Plans
Planner Miller expects to present drawings and grading specifica-
tions for Cummings Park to Council on June 27 for approval . if
approved , he will be advertising for bids the next three weeks .
Bid award recommendations will be given to the Council on July 25,
and hopefully grading and seeding done In late August or early
September. Miller has expressed some concern about severity of
grade of trail leading from Lexington Ave. to park, appears to be
a 3 to U slope. A. Anderson queried cost of foot bridge across
gully , Dreyling suggested plank steps. Foot bridge would be very
expensive, steps would still not make path usable by handicappel
or mothers with strollers .

Perry P� ark
Buckley stated that Council had received two petitions from resi -
dents In the Perry Park area stating that :
1 . They feel park is over-utilized for softball ; there are not
not enough facilities for neighborhood persons; suggested
tennis courts.
2. Feel parking is inadequate for number of softball games.
3. Screening of the park from residents is inadequate; fence
has -fallen down and bushes have not grown .
4. Bail players are drinking in the park, speeding on New
Brighton Road when leaving park, would like park posted ,
and more patrolling in the park.
5. Residents would like the City of Arden Hills and the
Ramsey County Sheriff ' s Department to post the vicinity of
Perry Park as a "Slow - Children - Reduce Speed" zone.
6. Would like speed limit on New Brighton Road from County
Road E to County Road E-2 reduced to 30 miles per hour.
There were no residents from the Perry Park area present to ds-
cuss these concerns with the Committee. Mayor Woodburn stated
that Ramsey County Sheriff ' s Department has been asked to patrol
the area more frequently. Buckley stated he had posted "No
Drinking" signs , at Perry Park. They are removed as fast as "hey
are posted. More signs are ordered and will be put up again .
Buckley also stated It Is his intention to reduce scheduling of
field #4 as soon as Cummings Park field is completed , and
eventually convert this field to neighborhood type activities.
All teams using the fields are urged to car pool to alleviate the
parking problem. He also stated that when residents had re-
quested screening previously , they specifically asked for plantings
Instead of permanent fencing , and plants have not grown as
rapidly as hoped , but should become an effective barrier. Snow
fence has been repaired .
Leaf Disposal Site
Woodburn reported that plans are proceeding for a leaf disposal
site on Hudson Road , ,just off New Brighton Road , should be open
this fall . This site will be utilizad by Arden Hills, New
Brighton , and Ramsey County. Ot appears only cost to Arden H ' Ils
will be some work on road into site. Johansen will be projec ,
coordinator for Arden Hills, with Buckley as assistant.

Misc3llaneous Business
- Chair Sand quoted excerpts from May and June Town Crier, in-
dicating public support for handicapped recreational program
( recommended by Parks Committee, not approved by Council ) .
- Letter from Vento, dated May 24, indicates his office is
continuing to pursue release of Arsenal land , is still awalting
release by the Department of Defense.

The meeting was adjourned at 8 : 45 p .m.
