Proposod Improvament of Dike and Walkway System of Arden Hills
• Our major concern in undertaking this project is the safety , con-
venience, daily needs and necessities of Arden Hills citizens .
We are not primarily considering the recreational facilities but
are sure the functional pedestrian and biking needs and utilitarian
services are of equal importance. The elderly and the young ,
M joggers and shoppers , athletes and nature lovers , bikers and
hikers all hold equel importance .
• The present proposet trails are multi -purpose : for pedestrians
and bikers. We feel that at the present population density the
trails would be adequate to handle both foot and bike travelers.
As the population Increases thane should be periodic re-evaluation
in this regard .
We realize that bike and walkways off the main thoroughfares are
by far the most desirable. UnforTunaTOY Tne,f are also the most
expensive and in well popula?ej areas , impossible . Our future
plans , though , that encompass the less populated areas of Arden
Hlils , are taking advantage of trails and paths away from
heavy auto traffic areas.
We have suggested proposals in the order of needs . Some project,
though most desirable, we feel cannot be accomplished in a short
time . Finding and time are natural limitations . We have con-
suited with the park and open space department of the county
• and are trying to coordinate and cooperate with them in all ways
possible. Their first stage o! development is In the area of
county parks themselves . They will then follow with a plan to
connect the regional parks .
We divided our proposals Into three phases. Phase I we hope to
work on this year; Phase Ii we placed in the one to five year
category; Phase M we considered one to ton year projects.
The following are our proposals :
Phase I
(I. Stripe and stencil Johanna Blvd . on both sides from Old
IMMMM Snelling to County Road D, blacktopping both shoulders where
necessary.
Co. Stripe and stencil both sides of Old Snelling from County
"00-00"_ Road E to County Road F .
00'4 Stripe and stencil County Road E-2 from Old Snelling to the
Library .
4. Encourage Ramsey County in their proposed four- lane develop-
ment of Lexington Ave. with trails ( between County Roads E
and F) .
,Reduce speed limits on Old Snelling
• 0- County Road E,
County Road E_-2 , anal County Road F to 35 miles per hour.
6. Stencil route on one side of Gfen Paul Ave. from Cleveland
Ave. to New Erighton Road . Stencil New Brighton Road ( in-
ciuding the cid service road turn ) front Glen Paul Ave. to
County Road D.
• 7. Post signs on the high line trail from Glen Paul Ave . and
Cleveland north -ro County Foad E .
8. Stripe E from, the high line trail to the beach .
9. Procure permission from the County to construct a foot
bridge on the Ramsey County Open Space off E-2 over the
Valentine Lake run-off
! 0. Encourage Ramsey County Open Space to complete recreational
trail around Mounds View .
Phase 11
1 . Encourage Ramsey County as they upgrade should±rsn the
Village to Include blacktopping , es_i5ec_Ia__1 _ly6_n both sides of
Old Snelling frory; Highway 51 to Highway 96, County Road F
• from Old Snellinc to the Freeway and County Road E from the
high line to Johanna Blvd .
2. Begin negotiations for power line easement from Lexington
Ave. west to Old Snelling , in line for pedestriar and bike
trail . Clear right of way on Old Highway 51 easement from
Lexington Ave . southwest to Floral Drive.
Begin negotiations on crossway for Highway 10 at Old Snelling
and Highway 10 crossing .
4. Build sidewalks on both sides of County Road E from Lexington
Ava. to Old Snelling.
5.4 Develop Pemtom trail to Floral Park,
6. � See trail through Hunter ' s Park from Tiller Lane to County
Road E ! s completed with proper identification .
7. 1 As areas In the northern sector develop , bike and pedestrian
trail easements should be procured .
Negotiate with the Railroad for a crossing at County Road E
and Bethel service road .
9. Upgrade shoulders of County Road F between Lexington and
• Hamline.

4 . Connect Tony Schmidt Park to Charles Perry Park.
As the opportunity develops, we hope to locate- , off street trails
wherever possible. This will be a continuing project, we feel ,
as the future of Arden Hills adapts to growth and change.
