Minutes of Regular Meeting of Parks and Recreation Committee

Tuesday, June 8, 1976

Call to Order
The meeting was called to order at 8:20 p .m. by Chairman
Anderson .
Roll Call
Present: R. Anderson, G. Beggin , M. Blomquist, R . O 'Toole
Absent : R. Cadwell , M. Cronin, C . Grudnoske, G. McCauley,
0. Noyed
Also Present: Parks Director J . Buckley, Megan Gange
Approval of Minutes
It was moved by R. O 'Toole, seconded by M . Blomquist, that the
minutes of May 11 , 1976 be approved as mailed . Motion carried
unanimously .
Cummins Park Development Plan - Megan Gange
• Megan Gange presented a complete development plan for Cummings
Park , prepared as part of the requirement for her graduation
from the U;iiversity of Minnesota . The report was given high
praise by the Committee .
Joint Powers Agreement.
J . Buckley distributed copies of the agreement between Arden
Hills Park3 and Recreation Department and School District 621 ,
providing for use of Arden Hills ' equipment and manpower and
School District 621 funds to upgrade School District ballfieids
at Moundsview High School and Valentine Hills Elementary School .
1977 Budget Pre arati on
A subcommittee of R . Anderson , J . Buckley , R. O 'Toole and M.
Blomquist was appointed by Chairman Anderson to prepare the
1977 budged• for the Parks and Recreation Department .
Ordinance 193 - An Ordinance Prohibltinl Use of Alcoholic and
Bntoxlcatigg Beverages in all Public Parks Located in the City
of Arden Hills
it was moved by G . Beggin , seconded by R. O 'Toole, that the
Village Council send to the Parks and Recreation Committee any

ordinances they are considering ►vhich affect parks prior to
adoption . Motion carried unanimously .
G. Beggin, moved , seconded by R. O 'Toole, •that we request the
Council to run a study of the organizations using parks within
Arden Hills with regard to their reaction to Ordinance No. 193 .
The motion was anended to include "users including all organized
groups" . Motion carried unanimously . The Committee suggests
that the Town Crier could be used as one vehicle for informing
the residents and soliciting their comments .
Billing for Building Coordinator
The year 's bill •for school building coordinators received from
District 621 was rev i eyed by •the Comm i ttea .
Adjournment
Motion was made by G. Beggin, seconded by R . O 'Toole, that the
meeting be adjourned at 10 : 30 p .m . Unanimously approved .
