Tuesday, March 9, 1976

Cheryl Grudnoske and Bob O°To*le.
Also Present: Councilmen Charles Crich:on and William Feyereisen and Park
Director, John Buckley.
About 35 neighborhood residents attended this meeting.
The meeting began with Hobert Anderson introducing John Buckley. Buckley
proceeded to explain the history, basic philosophy and intent of the Arden
Hills Park Committee and continued with the history of Floral Park.
R. Anderson then presented the three concept plans for Floral Park, prepared
by the University students. The meeting was then opened for questions and
comments from the residents.
Some concerns of the residents:
- Provisions for policing park as development proceeds.
- Concerned about park access; wanted major access off Hamline to
• eliminate traffic from Floral Park neighborhood.

Opposed to large parking lots and roadway through park.
- Concern that development would destrcy marsh area in park. There
was an expressed'-desire to keep park as natural as possible.
- kludlaenLj on Indian oaks hail objected to too much development
(ball fields, tennis courts), adjacent to their southern property
line.
- Some residents were concerned about PATk boundriea. Park property
should be well defined with traes, shrubs and other plantings.
- Concern that future walking and bike paths would result in limiting
privacy.
Comments on Park Improvement:
- General consensus was that the! development should be low key and
gradual.
- Desire for skating and. hockey facilities.
- Informal ball field was desirable.
- Park development be planned for the interior of the park to protect
residential privacy.
- Vegetation be restored on the sewer easement.
- Have the final concept plan shared with the residents at a neigh-
borhood meeting.
Meeting adjourned at 9:15 p.m.

Subject: 11"Provement of Ballfields or School Property and Joint Powers Agreement.
The 621 School District Community Education Dept. has allocated $13,000.00
in `.ta .1976 budget for capital improvement. $2,000 has -been scheduled for
t'he Improvement of ball fields to Ardlcn Hills at Mounds View High, Valentine
Hilla Elementary or Johanna Flcnontary School. In this venture the School
District would provid-a the mone7 -for raterials3 Arden Hills would be expected
