HomeMy WebLinkAbout02-10-1976 PTRC Meeting Minutes Minutes of Regular Meeting of Parks and Recreation Committee Village of Arden Hills Tuesday , February 10 , 1976 Village Nall • Call to Order The meeting was called to order at 8 : 10 p .m. by Chairman Anderson . Roll Call Present : Chairman Anderson , G. Beggin , M. Blomquist, R. Cadwell , M. Cronin, C . Grudnoske, G. McCauley , D. Noyed and R. O' Toole Absent : None Also Present: Parks Director J . Buckley, Councilman Crichton, Batty Schlotthauer and Mary Trisko Approval of Minutes It was moved by R. Cadwell , seconded by M. Cronin , that the min- utes of January 13, 1976 be approved as submitted . Motion carried unanimously . Introduction New member R. O'Toole was introduced to the Committee by Council - man Crichton . Council Report Councilman Crichton reported : - Village Comprehensive Plan was approved by the Council . The Paris Comprehensive Plan is included in the total re- port. - Council approved Megan-Gange request to draw some conceptual development plans for Cummings Park. Planning Commission Report R. Anderson reported that a ,Joint . Planning Commission sub-committee of members from Arden Hills and Shoreview were studying the County ' s proposal to upgrade Lexington Ave. Shoreview would like Lexington Ave. upgraded to a major North-South collector street. Arden Hills would favor Lexington Ave. be considered a minor street. M. Blomquist moved , seconded by C. Grudnoske, that the Park and Recreation Committee again Inform the Council of the importance of protecting the bank adjacent to the holding pond and Karth Lake, and Lexington Ave. in Cummings Park. The widening of Lexington Ave. in front of Cummings Park should be discouraged on the Arden Hills side. • -2- • Rev €ew - Five year Lana Acquisition Plan Chairman Anderson gave an oral report updating the present five- year acquisition plan. After some discussion, it was decided that this report sho 0 d be included with the minutes for the Com- mittee ' s review. Report on Five Year Site Improvement Plan The Arden Hills League of Women Voters are presently studying the need and possible development of bike-pedestrian traits in the Village. League members Betty Schlotthauer and Mary Trisko stated that the development of an Arden Hills Trail System would be an expensive, long-term project. However, they recommended several improvements that could be accomplished this Spring and Summer which would be the first step toward a comprehensive Trail System. The recommendations are: "Our major concern in undertaking this project is the safety , convenience, daily needs and necessities of Arden Hills citi - zens. We are not primarily considering the recreational faci - lities but are sure the functional pedestrian and biking needs and utilitarian services are of equal importance. The elderly, and the young , the joggers and shoppers , athletes and nature lovers , bikers and hikers all hold equal importance. As the • energy shortage increases and if the predicted cutback in auto travel occurs, the trail system of •the Village will be Invalu- able. "We realize that bike and walkways off the main thoroughfares are by far the most desirable. Unfortunately they are also the most expensive and in well populated areas , impossible. Our future plans: , though , that encompass the less populated areas of Arden Frills , are taking advantage of trails and paths away from heavy auto traffic areas. "We have suggested proposals in the order of need . Some pro- jects, though most desirable , we feel cannot be accomplished In a short time. Funding and time are natural limitations . We have consulted with the park and open space department of the county and ere trying to coordinate and cooperate with them In all ways possible. The county plan is graduated . Their prime development is the area surrounding the parks themselves . Then they follow with neighborhood links , and ultimately county accessability. "The following are our proposals : 1 . E-2 , and County Rd . F to 30 miles per hour. 6. Hard surface the Hunters ' Park easement fron, Tiller Lane to Arden Plaza . 7 . Stripe and pave a strip on Old Snelling from Arden Place to Highway 51 . S . Procure easenient for path from, New Brighton Rd . to Johanna Blvd . on Glen Pau ! Ave. level . 9 .
