Tuesday , August 19 , 1975

. Call to Order
The meeting was called to order at 8 :22 p .m. by Chairman Anderson .
Roll Call
Present : Chairman Anderson , M. Blomquist, K. Boss , R. Cadwell ,
M. Erickson , C. Grudneske , and J . McTavish
Absent : G. Beggin , M. Cronin , P. Lindquist, G. McCauley , and
N. McIntosh
Also Present : Parks Director J . Buckley and Councilman Crichton
Approval of Minutes
The minutes of the July 22 meeting were amended as follows : "The
Council adopted an ordinance regulating the use of snowmobiles and
motor bikes on (property not owned by the user) rather than
"private" property ,"as stated in the minutes . With this change ,
a motion was made by R. Cadwell , seconded by M. Erickson , that the
minutes be approved as amended. Motion carried unanimously.
Council Report - Councilman Crichton
• The Council
- closed on the C. G. Rein property on Tuesday , August 12 .
- has approved the publishing of a monthly newsletter to all
Arden Hills citizens for the remainder of this year. The
names of the committee publishing this were read , and Parks
Recreation committee members urged to respond and comment
on Items in the newsletter.
Sub-Committee Report
A) 5 Year Site Improvement Plan
Members of this committee are reminded that their reports
were due to M. Blomquist by August 15. They should be
completed and given to her as soon as possible. M.
Blomquist will also contact those who have not completed
their reports.
Miscellaneous Business
A) Proposed Budqet for 1976
Copies of the completed proposed budget for 1976 were
distributed to committee members . It will be presented
to the Finance Committee September it , and to the full

Councii September 22 . A lone discussion at the merits
of the Self-Sustaining program, and Df the necessity of
adding administrative _salaries to this portion of the
• budgets was held.
B) Summer Pro rem Report
Dean Ekegren ` s report on the six week summer program in
the parks was distributed . The committee felt the
report was excellent , and attendance at the summer pro-
grams very good. A suggestion was made that we attempt
to establish liaison with the local .colleges ' physical
education departments to help In staffing this program
in future summers .
C) Park and Recreation Director' s Annual pj)rt
John Buckley presented the annual report as prepared .
D) Letter to Slate HlghwaliDe�)artment R,;garding Tree Planting
Alone Freeways
M. Erickson made a motion , seconded 5y R. Cadwell , that
we recommend that the Council send a latter to Kermi --
McRae , highway engineer `=or this area , stating that we
would I i ke a comprehensive plan for landscaping andtree
planting of the freeways rinning through Arden Hiiis . J .
Buckley was asked to draft this letter and present it to
the Council in completed form.
• E ) Park Improvement Programs Report
J . Buckley reported that the final g -ading is done at
Perry Park. He Is in the process of getting bids from
four different companies on relocating the lights . Eight
different companies have been asked For bids on the
bIacktopp1ng. At Freeway Park , bids have been received
from five companies for bIacktopping and the cost will
be within the budgeted amount . It w ` il be done within the
next few weeks . The wooden climbing structure Is up and
sand boxes In . Gri1is and picnic ta5ies have been
ordered.
Planning Commission
J . McTavish reported can the status of the last Pemtom Addition . On
the basis of this report ,, M. Erickson made a notion seconded by
J . McTavish , asking that the Council give careful consideration
that there be ample space and landscaping done by Pemtom in the area
adjoining Village walking paths .
Concerning the Round Lake area , J . McTavish reported that the
Planning Commission would like an opinion from the Village attorney
as to whether we , as a Village , could put conditions on the; land

the county Is acquiring as to the use , and whather we as a
Village can initiate some kind of action to controi the use made
by the U , S. Fish and Wildlife Service of this area .
Adjournment
M. Erickson moved, seconded by M. Blomquist, that the meeting be
adjourned at 11 :05 p . m. Unanimously approved ,
