After much discussion concerning Ordinance # 175 , the Committee requests clarification from the Attorney on park dedication requirements . OLD BUS ESS Mont-hi v Budoet 4 . Buckley distributed Parks and Rocreation 075 Budget thru April 30 , 075 and explained budget position at present date , Park Clean t . . Buckley distribuTed a schedule of Park clean up dates which is so ! f explanatory ( see attached) . john reported on the work the Boy Scouts and Girl Scouts have done in Perry Park and the Hazel Nut Patch . John also reported that over 00 evergreen seedlings and 75 Black Walnut tree seedlings had been planted in both parks . Round Lake Public Myetin The 0-committee for Round Lake County Park presented a written report containing their viows (see attached ) . During a very lengthy discussion of Committee ' s views , other issues were also • discussed such as -, ? . What is County ' s real reason for wanting land - more recreation than education? 2 . What controls would Village have? 3. What policing problems would result? 4. Why is Open Space so anxious to aquire property? 5 „ What would really happen to wild life In this area If guidod tours etc, were to take place? 6 . Was land around lako suitable for walking trail ? The Committee feels the County should make clear Its intention for this and follow up from ?here . Thore Sri ! ! have to be a satisfactory comprcmise brought forth to protect wild life and area. The Committee has a real responsibility io protect every area of Village and To be sen3itive to this typo of area, to help preserve it . A mo? ; on was made by C. Grudnosko , seconded by G. UpOn to request Co uncil to deny Ramsey County Open Space an area of 55 acres on The SOUK OnO of Rouna Lake . Vote was 2 for, 1 againsT, i abstainea. Motion did not carry . A motion was made by J . Q Balance $810 . 00 S420 . 0(' Toward craft supplies , Toward craft sup? iles , program equipment, trips . proqr6m equipment , Uips . • MEMORANDUM DATE : May 13, 1975 SUBJECT : Round Lake Count;; Park From: Parks and Recreation Subcommittee Philippa Lindquist„ Janet McTavish , Mary Blomquist After reviewing the proposal presented by the Ramsey County Parks and Recreation Department concerning acquisition of land near Round Lake in Arden Hills , and after considering the concerns expressed by the adjacent homeowners, we have developed the following views : 1 . We feel that water fowl production and public educa- tion ar3 the highest uses for the Round La1:e area and we would like to see the area preserved for these purposes . ? . These t+.vo functions would be greatly enhanced if some • upland areas cont;, guous to the area now controlled by the U. S . Fish and Wildlife Service were maintained in their natural stare . 3. We feel that the Ramsey County recreational needs could be better met in other areas within the county . 4. We recommend than- the Council determine the effect that additional open space in Arden Hills has upon the tax picture as compared to other potential uses (single family, multiple `amily , commercial , indusirial ) of land. 5 . If the Council approves the proposed purchase of land • by Ramsey County for open space, we would recommend thft they require that the county would declare a 10 year moratori rrm on all changes or improvements to the property and that they investigate what assurance woulc' be given that this is carried out. • • NEWS PX-LEASE Arden Hils Parts and Recreaj:joi.
