Adjournment j, !. 11 PLEASE CALL JOHN OR SHIRLEY AT THE VILLAGE HALL 1 IF YOU CAN'T ATTEND THIS MEETING (633-5676) Minutes of Regular Parks and Recreation Committee Meeting • Village of Arden Hills March 24, 1987 Village Hall Call to Order The meeting was called to order at 7:34 p.m. by Chairman Sand. Roll Call Present: David Sand, Mary Gillies, -Don Messerly, Alan Montgomery, Thomas Mulcahy, ;Mark Peterson, Tom Suedbeck Absent: Adele Anderson, Keith Enrooth, Jim Mishek, Jim Otto Also Present: Councilmember Tom Sather, Mayor Robert Woodburn, Parks Director John T. Buckley, Clerk Administrator Patricia Morrison Approval of Minutes The minutes of February 24 were approved as submitted. Council Report Mayor Woodburn and Councilmember Sather reported on Council activities of interest to this committee. Agreement for park dedication on the Keithson Addition has not been reached as yet. Report of Meeting re Upgrading of Highway 96 Corridor Tom Mulcahy reported that Shoreview had hosted this meeting. MnDOT representatives present explained that the Highway Department plans eventual upgrading of this highway. Representatives from each of the cities through • which it runs were present (North Oaks, Vadnais Heights, White Bear, New Brighton, Shoreview and Arden Hills). Mulcahy, the only Parks Department representative present from any city, felt MnDOT was more interested in discussing planning issues (i.e. how widening or changing course would affect the cities) than beautification issues. While emphasizing that the Highway Department has no definite plans and no timetable as yet, Mulcahy suggested he continue to attend any meetings held to monitor the program. Additionally, the Planning Commission has been invited to appoint a representative to the group. Shoreview volunteered to host future bi-monthly meetings of city representatives on this subject. Committee requested Mulcahy attend the meetings and discuss their content with this committee. Charitable Gambling Donations received from charitable gambling profits are being received monthly from organizations operating at the Blue Fox and Big Ten. Buckley stated that these groups prefer the monies go towards something tangible such as an actual structure with which they can be identified. Accordingly, he will prepare a list of anticipated park improvements which seem suited to this so the groups can pick the area to which they wish to contribute. Sather anticipates the proposed bingo hall will begin operation within a month; donations from this operation will be given to the Park Fund also. 1987 Park Improvement Plan • This plan goes to Council for approval at its March 30 meeting. Page 2 Petersen noted that one of the houses abutting the proposed trail from the Karth Lake cul de sac to Nursery Hill Lane is now for sale; it would seem a good time to mark and grade this trail so new owners are aware that the easement for a trail exists. Committee concurred with this, and asked that Buckley arrange for this to be done. It was noted that a dog kennel extends onto the park easement along Norma Avenue trail, and that the owner of a home abutting Crepeau Park has been using park land for refuse dumping and wood storage. Committee recommends a letter be sent to any individuals building structures or in any other way encroaching on park easements notifying them of Village regulations and asking their cooperation in respecting these easements. Peterson and Shirley will prepare such a letter. Parks Publicity Committee suggested Buckley improve the present parks map. Buckley will check with the engineer and planner to see if they have a map more suitable to be used as a guideline on which he could superimpose trails and park locations. Suedbeck will work with Buckley. Arbor Day Plans Arbor Day will be celebrated in Arden Hills on April 25, 9:30 a.m. at all area parks. All parks will be cleaned up, some will have trees planted in them, and park committee members will conduct trail walks from those where persons are • interested in such a walk. Park Department maintenance employees will supply the trees for planting at each park, disposal bags, and equipment for planting. Cub Scouts and Girl Scouts will be involved also. Leading the clean-up efforts at the various parks will be: Hazelnut - Arden Trail Walk - Dave Sand. Trees will be planted. Girl Scouts will also plant seedlings. Sampson - Arden Trail Walk - Tom Suedbeck. Clean up and trail walk. Freeway - Gary Peck. Clean up only. Ingerson - Bob Woodburn. Clean up only. Perry Park - Tom Sather. Clean up only. Valentine Park - Don Messerly. Clean up only. Floral Park - Adele Anderson. Clean up, and trail walk if desired. Cummings Park - Mark Peterson, Alan Montgomery. Clean up, tree planting, and trail walk. Chatham Trails - Nancy Hansen. Clean up, and tree planting by Cub Scouts. • Minutes of Regular Parks and Recreation Committee Meeting . Page 3 Trash receptables will be installed alongside swinging benches on the trails this year. Summer Softball Program Buckley reports he has been forced to turn teams away; all leagues are full. Highway 96 633-5676 PARKS TOURS, TREE PLANTINGS, GENERAL CLEAN UP PLANNED FOR ARDEN HILLS PARKS Arbor Day will be celebrated in various Arden Hills parks on April 25, from 9:30 a.m. until noon. Individuals or families in each neighborhood are encouraged to be modern. day "Johnny Appleseeds" and do some tree planting with us. Trees will be planted along the Chatham trail by area Cub Scouts, in Hazelnut Park by area Girl Scouts, and in Cummings Park. The Park • Department will provide the trees and select their planting site. Volunteers can provide the muscles and "tender loving care" in planting the trees. Join your Council members, Park Committee members, and neighbors for a Saturday morning in your parks. Reserve your own special tree by calling John Buckley at the Parks Department. -30- • • June 9, 1987 MSI Insurance - John Olson, Building & Grounds Supt. 11 Pinetree Drive Arden Hills, MId 55112 Dear John: Although I am a member of the Arden Hills Parks Board, I am writing this letter as a property owner in Arden Hills. My feelings in no way reflect the feelings of the Arden Hills Parks Board or anyone else in an official capacity with the City of Arden Hills. I recently walked your new pathway which has been constructed in the area immediatley to the south and east of your office building. I want to • compliment you on your concept; I'm sure that employees of MSI and neighboring residents will get a lot of use out of this pathway. I did notice that the heavy equipment used to clear this pathway has come very close to oak trees and in many places the grade has been changed by the addition of several inches of blacktop base. Generally, oak trees cannot withstand this type of trauma. Any change in grade or pressure of heavy equipment on the roots of oaks is very hard on them. I would estimate that anywhere from one-third to one-half of the oaks damaged in this manner will not survive in the next 5-6 years. Examples of this type of damage can be seen in many new home construction sites in the area. (Many wild flowers had been planted along the existing, natural pathway prior to the recent construction. These wildflowers were destroyed, but there was no way of your knowing this. ) I realize the grading and clearing has been done on MSI property and you can do with this property what you wish. I am more immediately concerned, however, with the damage done to oaks in the way of scraped bark, broken branches and in some instances, trimming. It is a well known fact among horticulturists and foresters that oaks should never be trimmed in the months of April, May and June. It is during these months that the picnic beetle is active. The picnic beetle transmits oak wilt from • • -2- diseased trees to fresh cuts and injuries in uninfected trees. The likelihood that these damaged oaks will contract oak wilt disease is high. This oak wilt disease can then spread via root grafts to surrounding trees, including those trees in the adjoining nature preserve and the surrounding neighborhood. The damage has already been done and there are not a lot of preventative measures which can be taken. I would, however, .recommend that all injuries to these trees be sealed with a heavy coating of professional pruning seal. Although this is not generally,,a deterrent to the picnic beetle, it may help some. It appears that the clearing and grading was done without any prior consultation with the Forestry Department at the University of Minnesota or the Horticulture Society. A call to Deb Brown, Fred Glasow or Glenn Ray at the Horticulture Society could possibly have prevented the extinction of these beautiful trees. (One expert estimated that some of these trees are 200-250 years old. ) At this time we cannot predict the extent of any possible oak wilt disease. Most of the trees are white oaks and do not show the effects as quickly as • red oaks and pin oaks. In most instances, it takes 4-5 years for the disease to show up on these types of trees. Once a tree shows signs of the oak wilt disease, it is important that a deep trench be dug around the entire tree to prevent the disease from spreading to neighboring trees through root grafts. The Arden Hills Parks Departments could lend some advice on this procedure. Let 's hope my predictions are wrong. If I can be of any assistance, please let me know. Sincerely, Don Messerly 3915 N.
