Adjournment Please call John or Shirley at the Village Hall, 633-5676, if you can't attend this meeting. • w Minutes of Regular Parks and Recreation Committee Meeting • Village of Arden Hills November 19, 1986 Village Hall Call to Order The meeting was called to order at 7:35 p.m. by Chairman Sand. Approval of Minutes It was moved by Otto, seconded by Mulcahy, that the minutes of September 23 be approved as submitted. Motion carried unanimously. Council Report Councilman Sather reported that agreement has been reached with Opus Corporation for park dedication; Opus agreement calls for 7%, payable in even annual increments over 5 years, with unpaid balance assessed at 4% interest per year. Opus is currently developing Phase I of a three-phase development; if they choose to develop phase II or Phase II, the unpaid amount of the park dedication becomes due before a building permit will be issued. Negotiations for park dedication are also being conducted with Gerald McGuire (Edgewater Estates), Welsh Building on Round Lake, and Shannon Square property. Lindey's Triangle Easement Status Buckley explained the history of this easement; stated the original owner of the property is asking Ramsey County to release its easement; Council would like this committee's input as to whether Village should purchase the land for • park use, should Ramsey County release its easement. Assessed value is $56,000; land area would make two buildable lots. Buckley added that, if it is at all possible, it would be desirable to retain the land as open space play area for that neighborhood; however, the Arden Oaks park is across County Road E, Lake Johanna, and Freeway Park near by, so he does not feel it would be wise to use public funds to pay that price for this land. Motion was made by Mulcahy that Committee recommend against any purchase of Lindey's Triangle property, but with the recommendation that City ask the County to retain an appropriate amount of land to provide sight clearance at the intersection for safety purposes. Motion ::as seconded by Mishek and carried unanimously. Winter Program Proposal Committee asked further explanation and charges of proposed after school sports program; was this the same as "latch key" program earlier proposed? Buckley expects to charge $1.50 to $2.00 per hour per participant, to cover costs of good instructors. Program will include a variety of indoor sports; will run from after-school to 4:30 or 5:00 p.m. It was moved by Montgomery, seconded by Peterson, that Committee recommend approval of the proposed winter program to Council. Motion carried unanimously. • i Minutes of Regular Parks Committee Meeting, November 18 Page 2 • Mishek suggested that Buckley consider having a fall soccer league next year for elementary age students. Park Construction Progress Buckley reported Cummings Park rink is in place, lights are up but not connected as yet; construction on shelter has begun; it is about 1/4 completed at this time. Buckley budgeted $3,000 for indoor lights at the shelter; actual cost will be $1,950. The work at North Snelling Park is "on hold" right now; after the grading done by the Church, the site proved to be lower than anticipated. Buckley has had 3,000 yards of fill hauled in that he intended to have leveled off this fall; however, because of the weather, this will be delayed until spring. Seeding will be done in the spring. Crepeau Nature Preserve Messerly reported that he and his committee have continued to work on the trail; have planted some aspen at the Dellwood entrance; have collected prairie grass seeds that will be planted in the spring; more flowers were planted in the nature area. He added that he has had a lot of woodland flowers donated. The bridge was not completed this year, but will be installed in the spring by the Arden Hills' Sportsmens' Club. • Mishek (who lives beside the park) noted that Crepeau Nature Preserve is heavily used. Committee reiterated its appreciation of Messerly's work; noted how extremely fortunate Arden Hills is to have a nature preserve like this in the middle of the Village. Miscellaneous/New Business Buckley reported that Sue Hustings (an Arden Hills' resident, and former member of this committee), had, through Highland Nursery, donated 80 potted trees and shrubs to the Park Department. Inclement weather prevented their being planted this fall; they have been "heeled in" mulch, and will be planted in the parks next spring. Buckley added that the Shoreview Lions Club is looking for a project to support in the Arden Hills' parks system at a cost of $800 to $1000 next spring. Committee noted littering on trails, particularly near the swinging benches. Buckley said he had purchased containers for trash, to be placed by the benches. They will be installed in time for the skiing season. 1987 Plans Committee concurred to cancel December's meeting; next meeting will be January 27. Buckley invited Committee members to let Sather, Shirley, Sand, or him know if they'd like reappointment to the committee. More teams10 are playing softball in Minnesota (per capita) than all other states in the U.S. COME JOIN THE FUN! IT'S TIME TO START MAKING SOFTBALL PLANS FOR 1987 ' Arden Hills Parks and Recreation Department will be sponsoring slow-pitch recreational softball leagues for company teams, business teams, or neighborhood teams.
