Arden Hills, MN 55112 November 141, 1986 Dear John: This is long overdue. However, several people in the last few months have reminded me that your accomplishments should be recognized; so, read on and be proud! We moved about four blocks due north in Arden Hills to Arden Oaks Drive three years ago. Our new neighborhood is young active and full of future citizens. (Hallowe'en offered proof! ) Therefore Arden Oaks park is a true Godsend. It is heavily used and most appreciated. The days of the vacant lot are fast disappearing; we need those parks! The "more mature" neighborhood residents appreciate the charm, open space, a common meeting area, and the convenience of the park for their guests. Thank you • for the continues upkeep of the park and for equipping it with the novel play gyms. And, yes, our trees are gtiTfwing! Betty 5chlotthauer and I had a pleasant visit a few months ago. We agreed that our bikeway and hikeway project of the 70's was an enjoyable, worthwhile, and most satifsying League—motivated endeavor. Your and Gerry McCauley were so helpful and encouraging in that developemnt. Today thou— sands enjoy the trails, bike lanes, and hiking areas we urged to develop— ment. Although all we desired wasn't accomplished, I think we can all be grateful for what was implemented. When I congratulated Betty on Steve's great basketball recognitions, she added that the recreation program was her boys' initiation to the sport. "Thelack of pressure and heavy competition cpupled with friendly encourage— ment gave them the proper incentive to pursue the sport", she said. And, she added, "I ' ll have to tell John Buckley sometime how important the city recreation program was for our boys." Life has been a bit un— settling for Betty so I thought I 'd add the message in case she's been un— able to write you. • • So there are several reasons for feeling good t0#4, John. We do appreciate your earnest hard work for our parks and recreation program. Thank you, in the name of all Arden Hills. Roll Call Present: Dave Sand, Tom Mulcahy, Jim Otto, Mark Peterson, Jim Mishek Absent: Adele Anderson, Don Messerly, Alan Montgomery, Gerald Dreyling, Keith Enrooth, Mary Gillies Also Present: Councilman Tom Sather Parks Director J. T. Buckley Approval of Minutes The minutes of July 22, 1986 were approved as submitted. Council Report - 1987 Budget Councilman Sather reported that the budget for 1987 has been adopted by the Council. Council has asked that the "Self Sustaining Recreation" budget raise $2,800 in additional revenue in 1987 to more closely meet expenses. It was recommended that the Committee look closely at fees each year to ensure they are comparable with surrounding communities. • There was some discussion, at Council level, of moving some of the programs in which the direct costs equal the direct expenses, (i.e. , Halloween party) out of the Self Sustaining budget, to a budget such as "Summer Playgrounds". Council has created a "Special Reserve Fund" for purchase of major pieces of equipment. . .the need for the park vehicles requested in Buckley's budget will be reviewed next spring; if it is concluded they are not needed, the monies will be kept in this fund until they are needed. This Committee had requested that Finance Committee and Council not budget any park salaries out of the Park Fund. The proposal was thoroughly discussed but not accepted, on the basis that labor for construction and installation of new parks and park equipment is properly a part of this fund. Although proposed budget did not require doing so, the Council elected to levy to the limit allowed by the legislature, placing excess funds in "Fire Protection Budget" for possible capital improvements (construction of fourth station). Cummings Park Report Buckley reported that two companies responded to the request for cost quotation for Cummings hockey lighting - Musco was the low bidder at $8,852 (which includes an additional fixture for the general skating area). Four construction companies responded to the request for quotations in constructing the park shelter. The low bidder was Wilfred Head and Sons, at • $9,731. Minutes of Regular Parks and Recreation Committee Meeting, September 23 • Page 2 Parks crews will build and install the hockey boards. Quotations re being secured for the treated lumber and hardware. North Snelling Park Wet weather has delayed the final grading and preparation for seeding the North Snelling park site. Due to the lateness in the season, the site will be dormant-seeded in late November. Signs of grass will not be visible until spring of 1987. Flower Garden Excellence The Committee viewed the video tape of the flower garden and landscaping contest. Bob Raddatz did the camera work; Don Messeriy prepared and furnished the narration. The video was enjoyed by all. Miscellaneous/New Business Mishek mentioned the need for a gift catalog as an additional resource for park capital improvements. Buckley stated a special effort will be made to produce a gift catalog for public consideration in 1987. Adjournment The meeting was adjourned at 8:40 p.m. • Subnitted by J. T.
