The minutes of March 25 were approved as submitted.
Cummings Park Development
Buckley explained to the committee and the Cummings area residents_present the
proposed plans for hockey rink, shelter and lights in that area. Chair Sand
then opened the meeting to questions and comments from the residents and com-
mittee members.
Mark Peterson presented the signatures of thirty families in the Nursery Hill-
Nursery Hill Court area, all in favor of the development. Elaine McGillivray,
not present, canvassed her neighborhood also; found all supported the develop-
ment. She added that her children, and most of the children near her, are
elementary age and younger, must now be driven to other areas in order to be
able to skate; strongly supports Arden Hills having more facilities.
Al and Susan Anderson, 1225 Wyncrest Court, (not present), submitted a letter
opposing the project because (1) it's very expensive, (2) usage is seasonal,
(3) lighting would be disruptive to neighborhood, (4) hockey rink upkeep and
maintenance are difficult, (5) hockey rinks are not attractive and diminish
the positive appearance of a neighborhood park.
Brent Slick, 1233 Wvncrest Court, While not opposed to the location, questioned
the wisdom of putting this amount of money out for the length of time that ice
is used in the winter.
In response to questions, Buckley stated that the hockey season is about ten
weeks long. If a permanent shelter is erected, it will be used year-round for
youth programs in the park. Lights, if installed, will be turned off at 9:00
p.m. for recreational skating, may occasionally be on until 10:00 p.m. for hockey
games. No broomball games or practices will be scheduled at Cummings. The
general skating area wil be placed on the infield part of the softball field.
Pat Krenn, 1230 Wyncrest Court, asked if the shelter could be moved closer to
the general skating area (location shown on map is about 25 feet from rink and
goes down hill). Buckley said there would be plywood boards to walk on to get
to the rink. Krenn added that he opposes the proposed development.

following recommendations:
1. Lights out by 10:00 p.m.
2. Boards down during the summer to preserve the appearance
of the park.
3. Area of public skating to be equal to the hockey area.
1986 Park Improvement Plans
Buckley presented his proposed 1986 development plans; noted plan calls for
expenditures of $124,500; park fund currently has balance of $285,000±. He
stated that other methods of financing park improvements need to be researched
as city reaches the end of its development and availability of dedication
monies. The only remaining large development to be done would be the Arsenal
property, if obtained. (He estimates development there ;could cost $150,000
to $200,000. ) Funds will also be needed for refurbishing of existing parks
as equipment becomes worn.
Committee briefly discussed type of shelter that should be considered for
Cummings Park hockey rink if developed. Buckley stated that portable shelters
can be rented or purchased from Satellite Industries (size is 10 feet wide by
40 feet long); purchased price is $1,500. Rauenhorst and Peterson felt a
temporary shelter inadequate and a poor investment.
• Mulcahy stated he would be reluctant to recommend to Council expenditure of
$50,000 for a shelter until committee has a more definite and concrete proposal;
would like to see definite plans for the shelter. Committee also felt more
definite plans should be made for North Snelling before this expenditure is
recommended.
Motion was made by Rauenhorst, seconded by Mulcahy, that Committee recommend
to Council approval of the expenditures proposed at Hazenut Park, Sampson Park,
Arden Oaks, Crepeau Nature Preserve, and on the trails, and that at the April
meeting, Committee review information from the planner on North Snelling and
Cummings hockey shelter and picnic shelter. Motion carried unanimously.
Committee would also like to review lighting plan for hockey rink at that
meeting. (Peterson will obtain a plan from Musco Lighting. )
Council Report
Councilman Sather discussed recent Council actions of interest to this committee,
including action on Lexington Avenue bridge/pathway. He also reported that
negotiations have been started with Opus re park dedication on their property.
Arbor Day - Park Cleanup
This will be held April 26. Buckley plans to plant trees at Arden Oaks, Floral
Park, Ingerson Park, Cummings and along the trails. Bare root stock will be
used. The Arden Hills/Shoreview Jaycees have offered to assist with planting.
Other community organizations will be contacted. Presentation of "Tree City
USA" awards will be made then also.

Jim Otto, noting that the Parks Committee had had a lighting expert attend its
last meeting, asked Buckley to explain the type of lighting planned. Buckley
stated that no direct light would be seen at any residents' home; all that would
be seen is a soft glow, with the type of lighting planned.
Tom Leonard, 1116 Amble Drive, spoke at considerable length about his many objections
to the proposed development. He contends that, at the time he purchased his
home, he was told that all of Cummings Park would remain forever in a passive
state, that no development would be done, and added that he feels he has been
lied to, that his property value will go down with the development, that his
privacy has been invaded. He feels that, if this rink goes in, his taxes should
be cut in half. Although Mr. Leonard has six children, and participated in
hockey programs throughout his youth, he feels there is no need for Arden Hills
to provide these facilities; youngsters wishing to skate can walk to Shoreview.
He prefers to see the area remain as it was when he moved in four years ago.
He stated that his house is situated such that the lights will shine in his
windows. Other objections include noise level and traffic, lights possibly
staving on late at night, drinking in park.
Buckley stated that at no time, to his knowledge, was any resident told that
the park would remain entirely passive.
Jeanne Perry, 4414 Amble Circle, expressed concern about additional traffic
turning from Lexington during rush hour; was assured that any hockey practices
or games are usually not scheduled at those hours. . .would be later in the evening. •
Jerry Weaver, 1330 Amble Road, has for many years coached youth teams. He stated
he has never observed a problem at rinks he has used with drinking or with lights
being on at late hours. He added that Arden Hills is short of facilities, its
youth are having to schedule most practice times in adjoining villages; feels
strongly the City should be doing more of its share in providing rinks and fields.
He is strongly in favor of the rink and lights in Cummings Park for these
reasons.
In response to some of Mr. Leonard's objections, Weaver added that he has owned
his home for 15 years; since he has moved to the area, the townhouses across
Hamline from his home have been added, the homes behind; this summer Hamline
will be widened; he feels none of these have diminished his enjoyment of his
home or his property values.
Mr. and Mrs. Ron Hagkull, 1289 Karth Lake Cricle, spoke in favor of the rink
and lights. The Hagkulls have several children; feel Arden Hills lacks active
recreational areas; needs more skating rinks and playing fields. Mr. Hagkull
is also knowledgeable about lighting available; feels it need not be objec-
tionable. The Hagkulls would like assurance that the lighting would be designed
correctly, and would like lighting turned off at 9:00 p.m.
Bruce Haglin, 1234 Wynridge Drive, spoke for the residents in that area. He
stated that Al Montgomery (who could not be present) had contacted 2/3 of the
40+ homes in the neighborhood that is directly adjacent to the proposed site.
The general feeling is that they support the development, but with the 0
