Home My WebLink About03-22-1988 PTRC Minutes Minutes of Regular Parks and Recreation Committee Meeting Village of Arden Hills March 22, 1988 Village Hall Call to Order . The meeting was called to order at 7:35 p.m. by Chair Sand. Roll Call Present: David Sand, Mary Gillies, Don Messerly, Tom Mulcahy Absent: Keith Enrooth, Dorothy McClung, Jim Mishek, Alan Montgomery, Jim Otto, Mark Peterson, Tom Suedbeck Also Present: Parks Director John T. Buckley Approval of Minutes Motion was made by Mulcahy, seconded by Messerly, that the minutes of February 25 be approved as submitted. Motion carried unanimously. Council Report At its last meeting, the Council approved park dedication from Daybridge Daycare Center of $7,000.00, payable by March 25. In discussion of use of the land adjoining the Village Hall for a soccer/football field, Council requested estimated cost information for grading, seeding, fencing, etc. , and a plan for parking for participants. Council also received a request from Little Lakes Little League for • permission to utilize baseball fields in Arden Hills; the League reported their membership exploding in the wake of the Twins' recent successes. Buckley reported he will be scheduling the fields for the use of the League as much as possible; will add the North Snelling field when it is completed; there remains a shortage of fields. Tennis Court Bid Report Four bids were received, ranging in cost from $19,640 to $28,894. Buckley will be recommending to Council that the bid be awarded to Finley Brothers Enterprises, at $19,640. He also plans to recommend that color-coating of the basketball court be deleted (-$330) and fencing of the basketball court; since the area is small, he recommends the basketball court not be fenced, to make a more pleasing effect aesthetically. The project should be completed early Spring. Review of Parkway Study After discussion of the parkway study, Committee concurred to concentrate this year on studying methods to improve the appearance of the gateway areas to Arden Hills. Buckley will research ownership of the parcels adjoining the major gateways, and will do a photo "drive-by" survey of their appearance, by providing photos for the committee. Arbor Day Celebration At last year's Arbor Day celebration, trees were planted at Cummings, Arden Oaks and Hazelnut parks. This year, Buckley suggested planting of trees and shrubs on the border of the City's recent property purchase, between the Townhouses and City property, and a clean-up of neighborhood parks. Committee felt there was virtually no citizen response when park Minutes of Regular Parks and Recreation Committee Meeting • Page 2 clean-up has been so minimal, suggested perhaps the Parks Committee meet and concentrate on cleaning one park. It was determined that Buckley will set up a plan for Arbor Day, and notify the committee; may possibly cancel the regular April meeting of this committee on April 26, meeting at a park instead on Saturday, April 30. An agenda will be sent you when his plan is complete. Spring Program Report Buckley reported all adult softball leagues full; about nine or ten teams were turned away because of lack of space. All coaches of youth sports are being asked to attend a training course leading to certification with the National Youth Sports Coaches Association, the cost of which will be paid by fees received from participants. Coaches will be asked to sign the "Code of Ethics" pledge sponsored by this organization. Miscellaneous/New Business Buckley stated that he is moving the summer instructional soccer program to Cummings Park hockey rink area. In past seasons the program was scheduled at Hazelnut Park hockey area. The reason for changing the location is: - the low area at Hazelnut is a sheltered area from the wind - this is • most desirable during the winter, but a real disadvantage during the hot summer months. - the hockey area at Cummings is more accessible for participants and parents.
