Minutes of August 7, 1968 were approved .
The minutes of Council meetings of September 9, 30, October 14, and
28, 1968 were reviewed for pertinent items .
Results of September 11 , 1968 Special Budget-Tax meeting by Finance
Committee, were described.
It was recommended that any turn-around arrangement for Mounds Avenue
be tested by Maintenance Supervisor E . Beecher with appropriate truck
to determine adequacy and extent of area required . It was recommended
that written agreements be obbined from all property owners involved
in private areas over which Village equipment might travel .
Committee recommended that all natural gas and telephone utilities
inquiries and installation arrangements be routed to or through
Maintenance Supervisor for coordination with other utilities . It
• was suggested that utilities companies involved be so advised in
writing .
Committee recommended purchase and installation of two truck mounted
radio units using the New Brighton base station facilities . Estimated
cost was $ 1260. 00 for the two units In addition the purchase of
one portable unit at approximately $652 new without charger or $250
used was recommended . It was hoped the latter used equipment could
be procured for economy reasons . It was recommended purchase be made
in 1968 if financing can be arranged .
The report from Banister Engineering Co. regarding residential street
lighting was reviewed and committee recommended as follows :
1 . Any lights installed be on a rental basis for economic
reasons . it was felt that maintenance costs for
Village-owned lights would be much higher than esti -
mated , partly because boom-truck equipment would be
required and more personnel needed .
2 . The number and location of installations be as
recommended by Public Safety Committee and proposed
"neighborhood citizens + committees . " It was recog-
nized that some individual objections may occur
from locations shown in reports .
3. Where otherwise feasible and practical , new installations
consider advantages of locating near Village facilities
• (such as sewerage lift stations ) to deter vandalism and
aid maintenance .

It was voted the report did not cover the feasibility of ornamental
lighting.
The Committee had no objection to the J . Bettendorf appraisal for
public water easement for Roiling property .
The Committee had no objection to the J . Bettendorf appraisal for
sanitary sewer- easement for Krannak property.
The proposed water ordinance amendment was discussed and committee
recommended :
1 . Minimum depth of bury of 7 feet for service pipe not
be decreased as presently required in Section 1 . 10.
However, Section 4.2 (a) could have added to it for
emphasis something equivalent to "Refer to Section
1 . 10 for minimum depth of bury for freeze
2 . Section 4 . 1 (a) , Water Meters, security depositecti schedul'e
be deleted and the first sentences be modified sub-
stantially as " . . . . . .meters before installation of the
meter, in an amount equal to the nearest $5 .00 over
the actual cost of the meter to the Village. "
It was felt this will minimize the need for future
ordinance revisions as meter costs change .
