Roll Call Present: David Sand, Mary Gillies, Dorothy McClung, Don Messerly, Alan Montgomery, Tom Mulcahy, Jim Otto Absent: Keith Enrooth, Jim Mishek, Mark Peterson, Tom Suedbeck Also Present: Councilmember Nancy Hansen (8:30 p.m.) Parks Director John T. Buckley Approval of Minutes It was moved by Otto, seconded by Messerly, that the minutes of October 27 be approved as submitted. Motion carried unanimously. Review of 1987 Park Development Committee compared developments completed in 1987 with those planned. Although $5,000 was budgeted for grading the front area of Hazelnut Park, this was not done, since Committee, after viewing the area on the annual parks tour, had preferred the entrance as it now stands. The picnic shelter was not erected at Arden Oaks Park, since the neighborhood didn't want it; color-coating of the play area at Sampson Park was not accomplished because of lack of time (of Parks maintenance crew). Messerly stated the floating bridge at Crepeau Park did not seem as appropriate to the area after MSI blacktopped the trail at the • edge of Crepeau Park. Grading was not accomplished at Floral Park, nor the path to the lake constructed at Cummings Park, again due to lack of labor. Additions to the Plan included purchase of Lindey's Triangle, and improvements to Valentine Park entrance. Ten Year Park Improvement Plan Buckley stated that the "Ten Year Park Improvement Plan", devised in 1984 and updated in 1986, now needs to be re-done. With completion of initial development of North Snelling Park, the only remaining park to be developed will be the Round Lake area park; since City does not yet have all the property hoped for this park, no development will be done there until it is obtained. He feels the updated Ten Year Plan should contain plans for development of this park, continued development and improvement of trails, and revitalization of existing parks. Committee asked Buckley to prepare an updated Ten Year Plan for its consideration at its next meeting. 1988 Park Development Plan The proposed 1988 plan was reviewed. Buckley asked Committee approval of this plan this evening, since he would like to appear before Council with specific recommendations for playground equipment purchase and tennis court construction by early March. The plan includes completing development of North Snelling Park, including tennis courts, substantial development and upgrading of the trail system, possible purchase of a west access to Ingerson Park, and play equipment for Arden Manor. Committee asked demographics of the trailer court area; Buckley stated there were lots of pre-school and smaller children; the • only play equipment the City has there is the geodesic dome donated by the Townhouses. While he agreed that it is unlikely that it will be possible to Minutes of Parks and Recreation Committee Meeting, January 26 • Page 2 secure a west access to Ingerson Park this year, it is included in the budget plans because the access is badly needed, so if the opportunity arises, we must be prepared to take advantage of it. Commmittee suggested adding $1,000 to the 1988 plan for planner services, should they be needed, and $600 for color-coating of play area at Sampson Park (deferred from 1987 plan due to lack of time) . With these additions, it was moved by Montgomery, seconded by Messerly, that the 1988 Park Development Plan (attached) be recommended to Council for approval. Motion carried unanimously. Crepeau Nature Preserve Messerly reported that the prairie area will be burned this year; this is the third year since the initial planting, and he expects the area to be especially beautiful this year. Committee discussed continuing problem of encroachment (debris and vehicles) by the person living at 3390 Dunlap, and requested a letter be sent to him informing him of City ordinance concerning this. Council Report Council-member Hansen discussed recent Council actions of interest to this committee, including Kem Milling odor emission problems, and status of the U. S. Army Reserve Project. • Report on Army Reserve Construction (Twin City Arsenal) Council-member Hansen related Council discussions thus far, and the frustrations encountered in attempting to contact Army officials to discuss the proposed construction. Committee members noted (1) it is difficult to get any dialogue. going with these officials, need a strong argument to get their attention; feels strongly that it is possible to negotiate with the Army after "you get their attention"; (2) would recommend attempting to halt the development as planned using every means possible to the City; (3) any means available to the City to force the Army to discuss the proposed project and consider the City's wishes should be used. Committee concerns included traffic problems, environmental problems, etc. Committee strongly feels the best usage of the entire tract of land would be as park area and open space; suggested working with other governmental entities as well (Ramsey, Metropolitan Council, the State) to attempt to have it converted to some recreational purpose, i.e. regional, county or state park area. It was moved by Messerly, seconded by Sand, that Committee recommend to Council that a strong policy be adopted favoring the preservation, in a natural state, of the easterly portion of the Twin City Arsenal property, in particular that land lying east of the northerly extension of Hamline Avenue. Any development on the easterly portion of the Arsenal could be inconsistent with a sound, long term land use policy. In light of the Army's interest in developing a Reserve Training Center on Arsenal property, the Committee believes the Council must address the long term future use of the undeveloped Arsenal property. Failure to adopt a clear policy at this time may foreclose the City from playing a lead role in the future of this unique public asset. The Committee suggests to the Council that other public officials be advised of our concerns and interests so • that the future of this property may be considered and protected for future Minutes of Parks and Recreation Committee Meeting, January 26 . Page 3 generations. Committee further recommends to Council that until the future of this area is determined, the Council should not extend public services to this area. Motion carried unanimously. Review of 1988 Spring Program The proposed 1988 Spring Program adds a program "Baton Twirling"; a national champion twirler in the area has offered to teach this class; it will encompass, in addition to twirling, total body fitness and poise. An "Adaptive Recreation Club Program" is being planned with adjoining villages, using Mounds View facilities, with parents covering the cost of the program. Committee concurred to recommend the 1988 Spring Program to Council as submitted. 1988 Committee Goals Chair Sand listed as goals (1) Development of an updated Ter. Year Park Development Plan, (2) Development of a permanent funding mechanism for park improvement and development, (4) Revision and updating of the Parkway Feasibility Study. An updated parks and trails map should be prepared in 1988 as well. February Meeting Date Because precinct caucuses occur the fourth Tuesday of February, (regular meeting night), the February meeting will be held February 25 (Thursday) in the Public Works Building.
