Adjourn. ? � 44 Al. s 7IP C� ► v • Minutes of Regular Parks and Recreation Committee Meeting Village of Arden Hills Tuesday, November 22, 1988 Village Hall Call to Order The meeting was called to order at 7:35 p.m. by Acting Chair Jim Otto. Roll Call Present - Keith Enrooth, Pat Green, Dorothy McClung, Don Messerly, Alan Montgomery, Jim Otto. Absent - Mary Gillies, Jim Mishek, Mark Peterson, David Sand, Tom - Suedbeck, Thomas Mulcahey. Johnson, Glenn Kloskin. Approval of Minutes The Minutes of the September 27, 1988 Parks and Recreation Committee meeting were approved as submitted. Colleen Avenue to Norma Avenue Pedestrian Path • Director Buckley received a letter from Richard Colletti on July 22, 1988 requesting an opportunity to discuss the possible sale of the pedestrian pathway to the residents adjacent to the trail. Buckley recommended that the residents meet with the Parks Committee to discuss their proposal and concerns. The residents had five main concern 1. Safety and security factors. Possible break-ins was a concern. 2. Concern for safety of people using roads - Two bad areas noted were curve on Colleen and curve on Norma Avenue. 3. How would pathway be developed? 4, Who would maintain pathway? 5. Uncertainty of pathway future was the biggest factor; purchase or not purchase; degree of development. Buckley recommended that the Village not sell pedestrian pathway back to residents. Buckley noted that Arden Hills residents highly value their pathways; recommended that we should consider development of the pathways, not selling them. Buckley said that some definite decision should be made to eliminate the residents ' uncertainty. The residents left the meeting. After considerable discussion, McClung moved, seconded by Green, that: No consideration be given to selling property, and that Buckley work with the residents, when planning development of the pathway; pathway development to be completed this summer. Motion carried. Parks and Recreation Committee Minutes November 22, 1988 Page 2 Council Report Tom Sather reported: 7% Park Dedication from American Family Insurance, 3920 Northwoods Drive. Amount of dedication is $17,934.96. Twin City Army Ammunition Plant has requested connection to the City of Arden Hills water and sanitary sewer systems to provide service for the new Army Reserve Center at Highway 96 and Lexington Avenue. Council will be discussing this request at its November 28th Council meeting. 1989 Council will be Mayor Woodburn, Councilmembers JoAnn Growe, Nancy Hansen, Paul Malone and Tom Sather. North Snelling Dark Highway F2TaCiiiK— Buckley reported that he met with MnDOT Engineer Bruce Kastner regarding construction of a fence along Highway 10. Mr. Kastner stated that the State would not be willing to fence the area. Buckley did receive a letter, dated 11/15/88 from MnDOT District Engineer Kermit McRae, stating that MnDOT would not construct a protective fence along Highway 10 right-of-way adjacent to North Snelling Park. The Committee recommended that a "natural" barrier be considered, before fencing be done. Plantings, such as Russian Olive, etc. would keep • youngsters within park boundaries. Proposed Winter Program Buckley presented the proposed 1988/89 Winter Program to the Committee. McClung moved, seconded by Montgomery, that Committee recommends approval of the 1989 Proposed Winter Program to Council. Motion carried. December Committee Meeting There will be no December Parks and Recreation Committee meeting. 1989 Parks Committee Buckley mentioned that 1989 Committees will be appointed by Mayor Woodburn in early January. Individuals interested in serving on the 1989 Parks and Recreation Committee should let Councilman Sather, Chair Dave Sand or John Buckley know in early December. Miscellaneous New Business Messerly announced that he would be organizing an Arden Hills Bird Club. The first meeting will be held in January, 1989. Jim Otto announced his engagement. Marriage will be in Summer of 1989. The Committee was ecstatic over the announcement and wished Jim a loving, happy future.
