JTB:madlr CITY OF ARDEN HILLS PARK AND RECREATION COMMISSION MEETING MINUTES, FEBRUARY 28, 1989 Call to Order • The regular meeting of the Arden Hills Park and Recreation Commission was called to order at 7:46 P.M. by Chairman David Sand. Roll Call Present: Chairman David Sand, Dorothy McClung, Alan Montgomery, Jim Otto, Mark Peterson, and Pattie Green. Absent Keith Enrooth, Jim Mishek, Mary Gillies, Don Messerly, and Tom Mulcahy. Also Present Councilmember Tom Mahowald, Ramsey County Parks Director Greg Mack, and Parks Director John Buckley. y MINUTE APPROVAL Minutes of the January 24 meeting were approved as mailed. COUNCIL REPORT Councilmember Mahowald reported: Request for part-time program supervisor was not approved by Council. A developer is proposing to construct a 37 unit apartment complex on the 4.5 acre Winiecki property, located on the north side of 694 and old Highway 10. The density of the development would indicate a 15% • park dedication. Council suggested the developer dedicate less than 15% of land, so the buildings could be spread out more on the site. Round Lake Development - Purchase agreement for Kem Milling property has been reached. Council is close to hiring a Financial Consultant to assist in planning and developing the 85 acre Round Lake Industrial site. GREG MACK Chair Sand introduced Ramsey County Parks Director Greg Mack to the Committee. Mr. Mack stated that he is meeting with all the Parks Committees in Ramsey County to bring the committees up to date on the present and future developments in Ramsey County parks. Ramsey County has 5 Regional Parks and Open Space, 13 County Parks, 10 Ice Arenas, and 4 Special Use Facilities. The facilities easily available to Arden Hills residents are Regional Parks, 181 acre Long Lake Park and 450 acre Snail Lake Park. County Parks are the 60 acre Tony Schmidt Park and 130 acre open spaces, 45 acre Lake Josephine Park, 167 acre Island Lake Park, the Shoreview Ice Arena, and the Special Use Facility of Marsden Archery Range. Major construction is being completed at Long Lake Regional Park this Spring and Summer. The County is planning to upgrade development or • start construction of the other sites in the future when monies are available. The County is very interested in working with the four municipalities in securing a lease for the Arsenal property. That property would complete the Counties linear trail from Lino Lakes to the Mississippi River following Rice Creek corridor. The Committee discussed the possibility of directing proposed Round Lake park funds for trails in 1989 if this park site was not ready for development. The Committee reviewed the 1987 subcommittee report listing priority • scheduling for asphalting pedestrian trails. After considerable discussion, the members made the following recommendation for 1989 trail development: - Prepare bids for blacktopping the Arden Trail in southwest Arden Hills from Glenpaul to Stowe Avenue, approximately 2,575 feet. - Complete blacktopped trail from Norma to Floral Park, approximately 40 feet. - Grade townhouse trail from Village Hall south to power line and continue west on power line trail to North Snelling. - Consult with adjacent property owners to determine completion of corridor trail in 50 foot easement from Colleen south to Norma, approximately 600 feet. The committee discussed classifying the surfacing of trails into: blacktopped, aggregate (Class 5 or Ag Lime), or natural (sod or natural soil). SPRING PROGRAM Green moved, seconded by McClung that the proposed Spring program be recommended for Council approval. Motion carried. MISCELLANEOUS/ There was nothing to report. .
