Public Works Director / City Engineer SUBJECT: County Rd E and Old Snelling Intersection Improvements – Construction Staging Budgeted Amount: Actual Amount: Funding Source: $ N/A $ N/A N/A Council Should Consider Council should consider the construction staging options related to the roundabout improvement at the intersection of County Rd E and Old Snelling. Background/Discussion Ramsey County and Engineering Consultant, SRF, will be presenting the construction options and are requesting input from Arden Hills City Council. The presentation (Attachment A) will discuss the options in better detail, but essentially Option 1 provides a more efficient construction but is more restrictive on transportation through the site. Option 2 provides transportation access in all directions throughout the entirety of the project but would cost more and prolong the duration of construction. Budget Impact N/A Attachments Attachment A – Presentation Slides Attachment B – Bypass cross-section County Road E (Lake Johanna Boulevard) and Old Snelling Avenue Intersection September 12, 2022 Project Update Project Update: •Met with private utility companies •Identified project limits/impacts •Initiated Right-of- Way process •Conducted several one-on-one meetings requested by stakeholders •Integrated other improvement projects 3 Current Project Layout Project Update Looks nice…but how are we going to construct it? 4 Roundabouts can be constructed under three types of traffic conditions: Project Update -Divert all traffic away from work area -With some of the traffic diverted -Under full traffic 5 Special construction considerations for Roundabouts Project Update Temporary traffic control during construction activities must provide clear guidance to drivers, who in some cases are unfamiliar with roundabout operations. Lighting, signing, striping and landscaping are integral to roundabout function and safety 6 Two construction options were developed “with some of the traffic diverted” Project Update Option 1: Detour thru traffic (but maintain some local access) Option 2: Construct bypass (with some restrictions and detours still needed) 7 Option 1: Implement Detour Routes •Close intersection to thru traffic •Maintain local traffic but some partial closures required •Advantages: –Safer work zone –More efficient construction –Lower cost •Challenges: –Inconvenient for traveling public Project Update 8 Option 1: Detour (Stage 1) •Relocate private utilities •Replace/Repair public utilities •Construct new commercial driveway apron on CR E •Traffic: –Close Southbound -Use Detour –Close Eastbound -Use Detour –Northbound converted to “Out Only” with side street stop –Close Westbound, except for business access -Use Detour –Maintain private driveway access Project Update •Possible Detour Routes for Eastbound, Southbound and Westbound leg closures Project Update 10 Option 1: Detour (Stage 2) •Move Lindey's entrance to CR E •Complete new construction areas •Traffic: –Continue Southbound Detour –Continue Eastbound Detour –Continue Northbound “Out Only” with stop sign at Lindey's entrance –Continue Westbound Closure/Detour, except for business access –Maintain private driveway access Project Update 11 Option 1: Detour (Stage 3) •Complete remaining new construction areas •Shift Lindey's main entrance to new commercial apron on Snelling •Traffic: –Continue Southbound Detour –Continue Eastbound Detour –Close Northbound “Out Only” (short term) –Open Westbound •Maintain private driveway access Project Update 12 Option 1: Detour (Stage 4) •Complete remaining new construction and site restoration •Traffic: –All movements open Project Update 13 Option 2: Construct Bypass •Build bypass and use temporary widening •Maintain local traffic but some partial closures required •Advantages: –Allows (most) traffic to continue using intersection –Moves intersection away from work zone •Challenges: –Multiple traffic shifts can be confusing –Additional costs and longer duration –Inconvenient for traveling public Project Update 14 Option 2: Bypass (Stage 1) •Relocate private utilities •Replace/Repair public utilities •Build temporary bypass in NW quadrant (need light pole) •Widen south side of east and west legs by 12' (lots of utilities in this area) •Traffic: –All traffic movements open (but may need some temporary lane closures for utility work) Project Update 15 Option 2: Bypass (Stage 2) •Construct ~75% of Roundabout •Consider temporary drainage needs •Add lighting and critical Roundabout signage where possible •Traffic: –Move traffic onto bypass/widened areas –New 3-legged intersection is all way stop with no turn lanes –Northbound converted to “Out Only” with side street stop Project Update 16 Option 2: Bypass (Stage 3A) •Remove bypass & temporary widening •Construct remaining portions of roundabout •Install remaining critical Roundabout signage •Traffic: –North leg: restrict Southbound traffic (need detour) –East leg: restrict Eastbound traffic (except from south leg) –South leg: restrict Southbound traffic –West leg: closed for 1 to 2 weeks (need detour) Project Update 17 Option 2: Bypass (Stage 3B) •Remove bypass & temporary widening •Construct remaining portions of roundabout •Install remaining critical Roundabout signage •Traffic: –North leg: restrict Southbound traffic (need detour) –East leg: restrict Eastbound traffic –South leg: restrict Northbound traffic –West leg: Full access, but EB traffic is diverted onto SB leg (need detour) Project Update 18 Option 2: Bypass (Stage 4) •Construct any remaining portions of roundabout and sidewalk •Traffic: –All movements open Project Update 19 Project staff recommends Option 1: Implement Detour Routes •Advantages: –Safer work zone –More efficient construction (estimate 8 weeks faster) –Lower cost (estimate $100,000 less) •Challenges: –Inconvenient for traveling public Project Update Planned Schedule We seek your support!
