RESOLUTION NO. 2022-047
RESOLUTION APPROVING A CONDITIONAL USE PERMIT
AMENDMENT AND SITE PLAN REVIEW FOR THE SUBJECT
PROPERTY 1411 PAUL KIRKWOLD DRIVE
WHEREAS, City Staff received a land use application for 1411 Paul Kirkwold Drive
("Subject Property") for a Conditional Use Permit Amendment and Site Plan Review on
September 20, 2022;
WHEREAS, the Subject Property is located in the CC—Civic Center Zoning District and
is guided as Public and Institutional in the Land Use plan;
WHEREAS, a Conditional Use Permit was originally approved in Planning Case#03-008
to allow the Ramsey County Public Works Facility
WHEREAS, the first of two Conditional Use Permit Amendments was approved in
Planning Case#03-026 allowing expansions of the existing facility including the Ramsey County
Sheriff Patrol Station.
WHEREAS, a Conditional Use Permit is required for installation of fencing with barbs
or spikes and a Site Plan Review is required for reorganization of parking and drive aisles in
Business zoning districts;
WHEREAS, the Applicant is proposing to install security perimeter fencing consisting of
a 6-foot tall decorative metal fencing with spikes along Paul Kirkwold Drive and a 6-foot tall vinyl
coated chain link fence with three strand barbed wire along Highway 96 W as well as two parking
lot additions with a total of 23 stalls.
WHEREAS, the City Council directed Staff to prepare a Land Use Application Public
Policy Notification to notify all property owners within 1000 feet of Subject Property when a
request for the Planning Commission is to occur related to a land use application that does require
a public hearing;
WHEREAS, the City's obligation has been met where the Arden Hills Planning
Commission duly held a public hearing on October 5, 2022. All persons present at said meeting
were given an opportunity to be heard and present written statements; and

WHEREAS the Planning Commission considered the Applicant's request for a
Conditional Use Permit Amendment and Site Plan Review and, as such voted 4-0 in favor of
recommending approval with conditions.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF ARDEN HILLS:
Hereby adopts Resolution 2022-047 approving Planning Case 22-018 for a Conditional
Use Permit Amendment and Site Plan Review at the Subject Property 1411 Paul Kirkwold Drive
to install security perimeter fencing with barbs and spikes, vehicle gates, and two parking lot
additions.
BE IT FURTHER RESOLVED that City Council approves Planning Case 22-018 for a
Conditional Use Permit Amendment and Site Plan Review at the Subject Property 1411 Paul
Kirkwold Drive,based on the findings of fact and the submitted plans and October 24,2022 Report
to the City Council, as amended by the following conditions:
1. All conditions of the original Conditional Use Permit shall remain in full force and
effect.
2. A separate zoning permit shall be required for all proposed fencing.
3. The Ramsey County Sheriff's Department will work with the City to evaluate lighting
to address any potential safety issues.
