HomeMy WebLinkAbout10-10-22-R 'It -AITEN HILLS Approved: October 24, 2022 CITY OF ARDEN HILLS,MINNESOTA REGULAR CITY COUNCIL MEETING OCTOBER 10,2022 7:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City Council meeting at 7:00 p.m. Present: Mayor David Grant, Councilmembers Brenda Holden, Fran Holmes, David Radziej, and Steve Scott Absent: None Also present: City Administrator Dave Perrault; Public Works Director/City Engineer Dave Swearingen; Community Development Director Jessica Jagoe; and Assistant to the City Administrator/City Clerk Julie Hanson PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA MOTION: Councilmember Holden moved and Councilmember Radziei seconded a motion to approve the meeting agenda as presented. The motion carried (5-0). 2. PUBLIC INQUIRIES/INFORMATIONAL Mayor Grant explained a member of one of the City's committees was immune compromised and has requested to attend meetings remotely. He stated he supported the City honoring this request. The Council was in agreement. Susan Johnson, 1220 Karth Lake Drive, stated she was a 42 year resident of the Karth Lake area in Arden Hills. She reported she supported a request made to attend meetings remotely for people who have medical problems. She indicated this was a much broader issue in terms of government transparency and open government. She stated there were many reasons people could not attend city meetings, such as a disability, lack of transportation, medical issues, etc. and being post- COVID we can now do many things remotely. She encouraged the Council to provide open government to the residents of Arden Hills by having all meetings, from the various committees to Council work sessions, open to remote participation. ARDEN HILLS CITY COUNCIL—OCTOBER 10, 2022 2 Kathryn Nelson, 3475 Siems Court, explained she was a 37 year resident of Arden Hills. She indicated she did not hate roundabouts, but stated she did not believe a roundabout belonged at County Road E and Old Snelling. She reported she attended a recent open house regarding the roundabout and she questioned if roundabouts were a safer option. She believed Ramsey County was proposing a roundabout in order to push more traffic through this intersection. She suggested the roundabout be held off for several years because she was concerned with how the eight street lights would impact the surrounding properties. She encouraged the Council to wait to see how the new trails at the intersection were functioning before they move forward with installing a roundabout. 3. RESPONSE TO PUBLIC INQUIRIES None. 4. PUBLIC PRESENTATIONS None. 5. STAFF COMMENTS A. Transportation Update Public Works Director Swearingen reported the Lexington Avenue reconstruction project was still ongoing with traffic open to one lane both north and southbound. Councilmember Holden requested further information regarding the culvert Ramsey County was replacing on Old Snelling and Lake Valentine Road. Public Works Director Swearingen reported this was a County project and the City had no say in the timing of this project. He explained City staff was made aware of this project one week before it started. The project timeline information was then relayed to the school district. Councilmember Holmes thanked Public Works Director Swearingen for speaking with the neighbors regarding this project. Councilmember Holden clarified for the record that the AUAR that was completed for TCAAP did not study the local and regional roadways. Community Development Director Jagoe reported that was correct. Councilmember Holmes asked if staff had heard anything from Ramsey County regarding the intersection of Highway 96 and US Highway 10. Public Works Director Swearingen explained he has not received an update from the County regarding their investigation of this intersection. ARDEN HILLS CITY COUNCIL—OCTOBER 10, 2022 3 Councilmember Scott stated the resident that organized a petition to address the safety of the intersection at Highway 96 and US Highway 10 was very grateful the County had turned off the flashing yellow arrow. 6. APPROVAL OF MINUTES A. September 12, 2022,Regular City Council B. September 12, 2022, Special City Council Work Session C. September 19, 2022, City Council Work Session Councilmember Holden reported she spoke with the City Clerk regarding a minor change to the September 12 Regular City Council minutes. MOTION: Councilmember Holden moved and Councilmember Radziei seconded a motion to approve the September 12, 2022, Regular City Council meeting minutes as amended and the September 12, 2022, Special City Council Work Session meeting minutes and September 19, 2022, City Council Work Session meeting minutes as presented. The motion carried (5-0). 7. CONSENT CALENDAR A. Motion to Approve Consent Agenda Item - Claims and Payroll B. Motion to Approve Amendment to Professional Services Agreement with HR Green—Shorewood Drive Drainage Improvements C. Motion to Approve Professional Services Agreement with HR Green—Arden Hills Local Stormwater Plan D. Motion to Approve 2021 CIPP Lining Project Trail Repair Invoice — Bituminous Roadways, Inc. E. Motion to Approve Lift Station 10 Rehabilitation Project — Pumps and Control Panel Purchase F. Motion to Approve Invoice for 2022 Bulk Road Salt Purchase from Ramsey County MOTION: Councilmember Radziei moved and Councilmember Holmes seconded a motion to approve the Consent Calendar as presented and to authorize execution of all necessary documents contained therein. The motion carried (5-0). 8. PULLED CONSENT ITEMS None. 9. PUBLIC HEARINGS None. i ARDEN HILLS CITY COUNCIL—OCTOBER 10, 2022 4 10. NEW BUSINESS None. 11. UNFINISHED BUSINESS None. 12. COUNCIL COMMENTS Councilmember Radziej thanked Public Works for working with Ramsey County to restore water to the Lexington Avenue project area. Councilmember Radziej commented on the Court of Honor Ceremony he attended at Camp Ripley. He asked the City to consider donating a tree to Camp Ripley as a symbol of friendship. Councilmember Scott commented last Thursday he attended the roundabout open house and noted the majority of the feedback received was generally positive. Councilmember Scott stated on Friday he attended the employee recognition event. Councilmember Scott thanked all who were involved in the 2°d Annual Flashlight Pumpkin Hunt at Cummings Park. Councilmember Scott commented on Sunday he attended a buckthorn event at Hazelnut Park that was hosted by the Twin Cities Squadron US Navy Sea Cadets. Councilmember Scott commended the Ramsey County Sheriff Department for their work in addressing the theft of catalytic convertors. Councilmember Holmes thanked all of the residents who attended the roundabout open house. Councilmember Holmes thanked all of the staff members and volunteers that made the pumpkin hunt possible. Councilmember Holden reported the compost site was now open for leaf drop-offs. Mayor Grant stated he attended the roundabout open house. He thanked everyone who attended and provided the City with feedback. Mayor Grant explained he attended the pumpkin hunt and employee recognition events. Mayor Grant reported the Odd Fellows was tearing down their lodge after many, many years in Arden Hills. He asked if staff was aware of the future plans for this site. i ARDEN HILLS CITY COUNCIL—OCTOBER 10, 2022 5 Community Development Director Jagoe explained she did not have a timeline for the formal planning application for the subdivision of this site. She anticipated this would be coming forward in the next couple of months. Mayor Grant thanked the City's Finance Director for following up with a resident regarding questions they had about their property taxes. ADJOURN MOTION: Councilmember Radziei moved and Councilmember Holden seconded a motion to adiourn. The motion carried (5-0).
