HomeMy WebLinkAbout11-14-22-R '!Tt - A DIkEEN HILLS Approved: November 28, 2022 CITY OF ARDEN HILLS,MINNESOTA REGULAR CITY COUNCIL MEETING NOVEMBER 14,2022 7:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City Council meeting at 7:00 p.m. Present: Mayor David Grant, Councilmembers Brenda Holden and David Radziej Absent: Councilmembers Fran Holmes (excused) and Steve Scott(excused) Also present: City Administrator Dave Perrault; Public Works Director/City Engineer Dave Swearingen; Community Development Director Jessica Jagoe; and Assistant to the City Administrator/City Clerk Julie Hanson PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA MOTION: Councilmember Holden moved and Councilmember Radziei seconded a motion to approve the meeting agenda as presented. The motion carried f-h 2. PUBLIC INQUIRIES/INFORMATIONAL None. 3. RESPONSE TO PUBLIC INQUIRIES None. 4. PUBLIC PRESENTATIONS None. 5. STAFF COMMENTS ARDEN HILLS CITY COUNCIL—NOVEMBER 14, 2022 2 A. Transportation Update Public Works Director Swearingen reported paving of the new southbound lanes was now complete along Lexington Avenue. He explained the contractor would be installing the new permanent traffic signal at Target Road in the next month. He commented on the work that would be completed by the contractor next spring which included medians, pedestrian ramps, and construction of new sidewalks. He stated that this would be the last transportation update for the season and updates would resume again in the spring. Councilmember Holden asked when the Lexington Avenue project would be completed next year. Public Works Director Swearingen stated he was uncertain when the County would have this project completed in 2023. 6. APPROVAL OF MINUTES A. October 17, 2022, City Council Work Session B. October 24, 2022, Regular City Council C. October 24, 2022, Special City Council Work Session D. November 7, 2022, Special City Council MOTION: Councilmember Holden moved and Councilmember Radziei seconded a motion to approve the October 17, 2022, City Council Work Session meeting minutes, October 24, 2022, Regular City Council meeting minutes, October 24, 2022, Special City Council Work Session meeting minutes; and November 7, 2022, Special Citv Council meeting minutes as presented. The motion carried (3-0). 7. CONSENT CALENDAR A. Motion to Approve Consent Agenda Item - Claims and Payroll B. Motion to Approve Payment to Springbrook Holding Company LLC for 2023 Software Maintenance Fees C. Motion to Approve Resolution 2022-050 Certifying 2022 Municipal Election Canvass Results D. Motion to Authorize Contract for Medical Insurance for Non-Union Employees for 2023 E. Motion to Approve Update to Personnel Policy Benefit Language F. Motion to Approve Professional Services Agreement Amendment for Right-of- Way Acquisition and Temporary Easements with SRF Consulting Group, Inc. — Mounds View High School Trail Improvements MOTION: Councilmember Holden moved and Councilmember Radziei seconded a motion to approve the Consent Calendar as presented and to authorize execution of all necessary documents contained therein. COUNCIL COMMENTS Mayor Grant stated he looked forward to working with Councilmembers-elect Fabel, Rousseau and Monson in 2023. Councilmember Radziej congratulated Mayor Grant on his reelection. Councilmember Holden thanked the election judges for assisting with the election on November 8. Councilmember Holden requested an update from staff on what was occurring on the old fire station site. Community Development Director Jagoe reported the developer had brought material to the site and grading would occur in the coming weeks and then it would be covered until next spring. Mayor Grant thanked the election judges and staff for their work during the recent election. He also thanked all of the residents that took the time to vote. ADJOURN MOTION: Councilmember Holden moved and Councilmember Radziei seconded a motion to adiourn. The motion carried (3-0).
