ARDEN HILLS CITY HALL 4634 W. ROUND LAKE ROAD CALL TO ORDER Chairperson Johnson called the December 19, 2000 meeting of the Parks, Trails and Recreation Committee to order at 7:08 p.m. MEMBERS PRESENT Members present were Jim Johnson, Don Messerly, Don Tix, Rich Straumann (arrived at 8:14 p.m.), Jim Crassweller, Tom Moore, Council Liaison David Grant (arrived at 7:34 p.m.), and Joan Lenzmeier, Recording Secretary. MEMBERS ABSENT Members absent were Louis Speggen, Patrick Krenn and Steve Zilmer. • APPROVAL OF AGENDA The Agenda was approved by consensus. APPROVAL OF MINUTES None. COUNCIL LIAISON REPORT Mr. Moore reported the Council approved a City logo depicting a hill with the tree in green and tan. The banners for the 50th anniversary celebration have been approved. The banners will be hung on the lampposts along County Road E. Extra banners will be ordered to place strategically around the City. The Parks and Recreation Comprehensive Plan was approved not to exceed$60,000. PARKS AND RECREATION COMPREHENSIVE PARK PLAN UPDATE Mr. Moore told the Committee he had invited Greg Ingram of Ingram and Associates to the meeting and will ask him to update the timeline he had provided concerning the Comprehensive Plan. • Mr. Moore told the Committee Mr. Ingram's company had won the bid to update the athletic facilities for District 621. Mr. Moore noted there would be a meeting on ARDEN HILLS PARKS, TRAILS & RECREATION COMMITTEE 2 • Thursday, December 21, 2000 with representatives of the Community Education Departments for the communities in District 621 to discuss the facilities' updates. Mr. Moore noted he would ask for a rate reduction in the fee to Arden Hills for facilities updates due to the fact some of the things may be duplicated in the City's Parks Comprehensive Plan. PARK AND RECREATION UPDATE The skating rinks and warming houses are up and running. There has been a change to snowplowing procedures. Parks Department employees join public works employees plowing until all streets are done. Then public works joins parks and assists with trail and sidewalk clearing. This should help to get trails and sidewalks clear sooner than in the past. COUNCIL LIAISON RECOMMENDATION & APPOINTMENT OF COMMITTEE MEMBERS FOR 2001 Mr. Moore reported the Council needs to reappoint members of all the committees in the City. Mr. Moore then asked the Committee to let him know if they wished to be reappointed to the Committee. Mr. Moore reported the Council has a policy of rotating council members through the • various committees as liaison indicating Mr. Grant may not be the Park and Recreation Committee Council Liaison. MOTION: Committee Member Crassweller moved and Committee Member Johnson seconded the motion to direct Mr. Moore to report to the Mayor the Parks and Recreation Committee would like to retain Mr. Grant as its Council liaison for 2001. The motion carried unanimously. Committee Members Jim Johnson, Don Messerly, Don Tix, Rich Straumann, Jim Crassweller, and Steve Zilmer asked to be reappointed to the Parks and Recreation Committee for 2001. Lewis Speggen and Patrick Krenn have not yet notified Mr. Moore as to whether they wish to be reappointed to the Committee. BUDGET PROCESS UPDATES Mr. Moore told the Committee he had included budget information in their packets as received from the City accountant. Chairperson Johnson inquired as to why the actual totals for playground equipment and skating rinks were zeroed out on the information from accounting. Mr. Moore explained due to a change in accounting there is currently not a separate line item for those items. This makes it difficult to budget for these items and Mr. Moore has requested accounting • provide a separate line item for them. ARDEN HILLS PARKS TRAILS & RECREATION COMMITTEE 3 • Ms. Olson noted the City is fully staffed with rink attendants stating she has the highest paid rink attendants in the area next to Vadnais Heights who uses an employment agency to do its hiring and pays $10.00 per hour which is quite high considering Arden Hills pays $7.75. REVIEW OF FOOT TRAFFIC/TRAIL ON COUNTY ROAD E2 Committee Member Crassweller explained to the Committee and Mr. Ingram of Ingram and Associates what he believes to be a dangerous area for foot traffic along County Road E2. He then told the Committee that he is on the board at his townhome association and believes he can get right of way approval to allow for a trail on townhome property. Committee Member Crassweller inquired as to whether the City acting on this matter at this time would interfere with Mr. Ingram's plan for trails in conjunction with the Comprehensive Parks Plan. Mr. Ingram noted he did not believe the City working to solve this immediate trail issue would interfere with the Comprehensive Parks Plan. MOTION: Committee Member Crassweller moved and Committee Member Messerly seconded the motion to direct Mr. Moore to begin the process to connect the trail from County Road E2 to Valentine Park. The motion carried unanimously. • Mr. Ingram gave the Committee a brief overview of how he intends to start the process of planning for the Comprehensive Parks Plan. The Committee gave input and feedback as to how it would like to proceed with the planning. Consent was reached by the Committee to dedicate the entire meeting in January to planning and discussion on the Comprehensive Parks Plan. DATE/TIME OF NEXT MEETING By consensus, the next meeting was scheduled for Tuesday, January 23, 2000 at 7:00 p.m. at City Hall. AGENDA ITEMS FOR NEXT MEETING The January meeting will be devoted entirely to discussions concerning the Comprehensive Parks Plan. OTHER ITEMS FOR DISCUSSION Ms. Olson noted she was in need of pictures of spring or summer activities for the spring recreation guide. The City saves between $500 and $700 by providing its own pictures. • ARDEN HILLS PARKS TRAILS & RECREATION COMMITTEE 4 ADJOURNMENT MOTION: Committee Member Crassweller moved and Committee Member Johnson seconded the motion to adjourn the meeting at 8:25 p.m. The motion carried unanimously. As you may know, the school district no longer funds playgrounds so the PTA has taken on this role. We have asked for and received financial support from civic groups and local businesses. Many residents of Arden Hills use the school's playground as a neighborhood park. We are hoping the city could help finance this worth-while project.
