Tuesday, February 28th, 2023 ADJOURN A quorum of the City Council may be present at this meeting. --fi II�)EN,HILLS CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, NOVEMBER 15, 2022, 6:30 PM ARDEN HILLS CITY HALL CALL MEETING TO ORDER Chair Marie Hinton called the November 15, 2022 meeting of the Parks, Trails, and Recreation Committee to order at 6:30 p.m. MEMBERS PRESENT: Chair Marie Hinton, Committee Members Paul Beggin, Kristine Poelzer, Mark Kelliher, Kerri Seemann, Jill Anderson, Tim Nelson, and Dan Dietz OTHERS PRESENT: Public Works Director/City Engineer David Swearingen, Arden Hills Foundation Board Member Arlene Mitchell and Lacey Loosbrock ABSENT: Committee Members Micah Kiernan, and Council Liaison Steve Scott 1. APPROVAL OF AGENDA Chair Hinton said there were two items to add: a programming update that includes the Recreation Coordinator position, and an update from the Arden Hills Foundation. Committee Member Poelzer said she would provide an update on volunteers at Floral Park. A motion was made by Committee Member Kelliher and seconded by Committee Member Beggin to approve the agenda as amended. Motion passed unanimously. 2. APPROVAL OF MINUTES A. September 9, 2022 PTRC Minutes B. October 18, 2022 PTRC Minutes Committee Member Anderson noted a typo on page 2 of the October minutes. A motion was made by Committee Member Anderson and seconded by Committee Member Poelzer to approve the minutes as amended. Motion passed unanimously. Arden Hills Foundation Board Member Mitchell distributed a handout with a breakdown of funds tagged for PTRC projects, and a list of things that have been done previously that tie to parks and trails. She explained that they are a 501(c)(3) charity which provides a tax write off for anyone donating to the Foundation. She further explained the amounts shown as donations relating to parks Parks, Trails & Recreation Committee Meeting Minutes Page 2 November 15, 2022 and trails, and the projects that have been completed. Since the Foundation was founded 10 years ago they have received over 300 donations totaling $118,000, of which $85,000 has been disbursed. The Foundation would appreciate suggestions on how to best make use of the parks and trails funds. Committee Member Kelliher asked how much money the Foundation currently had and if any of that could be used for parks and trails. Arden Hills Foundation Board Member Mitchell responded they have $32,000. Not all money can be used for parks and trails, some has been donated specifically for other projects. She explained that the City Council has to approve the donations that the Foundation makes to the City, but that not all Foundation money goes to the City. She gave examples of other ways the funds are spent. Committee Member Poelzer said there are some items on their work plan that the Foundation could help fund. Arden Hills Foundation Board Member Mitchell said the PTRC would have to work with the City to know if the items would be acceptable, and if so they should put a request together to submit to the Foundation for possible approval. She can help with banking, thank you/receipt letters for donations etc. as they collect funds. She explained that an acknowledgement is sent to the donor, not to the family of the person the donation is made in memory of as she wouldn't have that contact information. Public Works Director/City Engineer Swearingen said they no longer use a flat rate for benches mostly because of shipping costs increasing and the unknown of that price. He would prefer that the PTRC Chair communicates with the Foundation and copies the staff liaison. 3. UNFINISHED BUSINESS A. Trail Projects Update Public Works Director/City Engineer Swearingen reported that the Old Highway 10 feasibility study was recently completed which will be used to pursue funding opportunities and can be found on the City website. The Lake Johanna Boulevard study is also on the City website, the County is planning to program the trail for 2028. The Parkshore Drive exercise trail loop has asphalt but the equipment is not yet installed. The Mounds View High School trail improvement open house will be at City Hall on November 16 and PTRC members are encouraged to attend. Public Works Director/City Engineer Swearingen said the Arden Manor park improvement survey will close at the end of the week, the Floral Park survey will follow. Once the surveys are complete there will be a work session discussion with Council to determine preliminary design that the consultant can use to design the parks. The CIP for park related items is online, the budget is being finalized. And finally, Matt Johnson has accepted the offer for Recreation Supervisor with an anticipated start date of December 5. PTRC Item Update Chair Hinton said Council Liaison Scott had provided her an email update stating the Council agreed to purchase some volunteer vests, and the trail naming contest was rejected and they would like PTRC to submit names for consideration. Public Works Director/City Engineer Swearingen stated he would need to verify about purchasing vests, it was his understanding these items would be brought to the December 19 work session by the PTRC. Discussion took place regarding who could attend the work session. C. Parkshore Loop Trial Name Public Works Director/City Engineer Swearingen explained that PTRC had suggested holding a contest to name the trail, the idea was brought to Council but Council wanted PTRC to suggest names, using the criteria on the handout. Committee Member Kelliher suggested they narrow down which criteria they would like to use. Committee Member Poelzer said it will be the only park with exercise equipment but wasn't sure how to put it into the name. Public Works Director/City Engineer Swearingen said they should keep in mind that the trail is next to the senior living facility and the equipment is geared toward that age group. Committee Member Beggin noted that it the property is located on the south side of Round Lake. A motion was made by Committee Member Kelliher and seconded by Committee Member Poelzer to concentrate on the function and location criteria and bring names to the next meeting. Motion passed unanimously. D. 2023 PTRC Work Plan Trail Recommendations Chair Hinton asked if anyone had a preference of what trails were mentioned in the 2023 work plan. Committee Member Nelson suggested an extension of the Elmer Anderson trail from the high school to County Road E2. Discussion ensued regarding the location of the proposed trail. A motion to add the extension discussed was made by Committee Member Nelson and seconded by Committee Member Kelliher. Motion passed unanimously. Chair Hinton asked to have any additional ideas sent to her via email. Parks, Trails & Recreation Committee Meeting Minutes November 15, 2022 Page 4 4. NEW BUSINESS Committee Member Beggin said winter programming was discussed by the Council and he would like an update. Public Works Director/City Engineer Swearingen stated the strategy was to hold programs that have a built-in instructor, such as dance, tai chi and yoga. The programs that needed seasonal workers to staff were dropped temporarily as there is currently no-one to manage the staff. However, four seasonal employees were hired to work at the ice rinks on weekends, and there will be a floating seasonal for the weekdays at all rinks. Discussion reverted back to the work plan and which trails and other items to take off of the recommended list due to being in progress or completed. A. Park Stewardship A motion to table to the next meeting was made by Committee Member Kellier and seconded by Chair Hinton. Motion passed unanimously. B. Park Restroom Locks Committee Member Poelzer said currently Perry and Cummings parks' indoor restrooms aren't open unless the facilities/ball field are rented or when the city holds an event. A motion to request a cost feasibility study to install automatic timer open/locks at Perry and Cummings Parks restroom facilities, and add to the 2024 budget if not capable to install sooner was made by Committee Member Poelzer. Public Works Director/City Engineer Swearingen said this would lead to a constant maintenance need. They would need to determine to cost of maintenance and staff time. Committee Member Beggin requested to amend the motion to include cost of staff time, supplies and installation of the locks. The motion as amended was seconded by Committee Member Seemann. Motion passed 7-1 with Committee Member Kelliher opposed. C. Review Status of Past PTRC Goals Chair Hinton stated she would remove this item from the agenda as they will be reviewing goals with the City Council in December. D. Rain Gardens Committee Member Poelzer said she would like to know if anyone would be interested in helping with the upkeep of City rain gardens. Parks, Trails & Recreation Committee Meeting Minutes Page 5 November 15, 2022 Public Works Director/City Engineer Swearingen noted they are on City property and collect stormwater runoff. There are about 100 privately maintained gardens and dozens of city - maintained gardens. He is working on a map and addresses of gardens. A motion to table this item until a map and list of addresses was available from staff was made by Committee Member Poelzer and seconded by Committee Member Kelliher. Motion passed unanimously. E. BWSR Pilot Program Committee Member Anderson said she was asked to forward the information to PTRC. Committee Member Seemann said the city can't apply for the program, it has to be through a county or another partner. F. January and February Revised Meeting Dates Chair Hinton noted they were meeting with the City Council in December and usually PTRC doesn't hold a meeting in December, and there were meeting date conflicts in January and February due to holidays. A motion was made by Committee Member Nelson and seconded by Committee Member Poelzer to not hold a December meeting. Motion passed unanimously. A motion was made by Committee Member Anderson and seconded by Committee Member Nelson to accept the upcoming meeting dates of January 24 and February 28, 2023. Motion passed unanimously. G. Term Limits Chair Hinton acknowledged the resignation of Committee Members McGaugh term completions of Committee Members Kiernan and Beggin. 5. REPORTS None. 6. NEXT MEETING PTRC will meet with the City Council on December 16. The next PTRC Committee meeting is scheduled for Tuesday, January 24, 2023. The area is frequented by a lot of families so a much bigger structure that's accessible to a wide range of ages would be good. Please keep in mind that this area is very wet and soggy. It is prone to flooding with heavy rains. We have had to build a new shed that sits more than a foot off of the ground due to this flooding. Our family appreciates it! Please continue with buckthorn removal. Parking!!! The manager of park has posted no parking near the entrance of play area and tornado shelter so parking close to play area would be great, the field area around play area is kind of marshy, makes difficult to walk etc there/more walking paths to area Better upkeep so it stays appealing all year. Some lighting Updated flooring in playground area Shade trees. Possibly, a public garden. I don't have children, but think they should have a fun, safe area. I would also like to see improvements to driveways and tree maintenance. Lights No other improvements though I'd like for the grass field to not be changed just cause it's nice to see natural life there. The park needs to be rebuilt. Some shade and grills would be nice, more benches and picnic tables. Te kids deserve something better. Cloth or chain nets on the basketball hoops. More child friendly. I babysit my grandkids 2x a week and we love going to Floral Park even though the play area is sad. We would love to see more climbing, new swings, comfortable slides, user friendly for older kids. Somehow adults think that kids over 6 don't want to play at parks and that isn't true. I have 4 grandkids ages 4-13 and they all love to climb. There currently isn't a climber or slide for toddler age kids. h. The current equipment is so tall it requires very close adult help for our toddler/preschooler age kids, thus we usually choose parks farther away for safety. I think we would play there a lot more with more modern equipment. We always love seeing inclusive and accessible playground setups! Paying attention to entrances and curb cuts to get up and into the playground area for wheelchair accessible space -also beneficial for strollers! Would love to see equipment that appeals to a variety of ages as we hope to use it over the years! i. Climbing walls, splash pad j. Trail work out stations k. I have pre -teen children. They dislike the new playsets at Cummings Park because it "baby-fied" the playground. My older son would like swings he can jump off of. I. Bars to swing on m. There are a few big trees hanging over the play areas and path that are dead. We have concerns about branches falling down and causing injuries. n. Just more benches. No more playground equipment. Fix the tennis court, softball field. Do not put in a pickleball court. Cut the dead trees down. o. Unique swings that are accessible for all - some swings have the option for the parent to face the child. Small rock climbing structure. p. Improved ground cover under play structure q. Fresh wood chips would be a good start. The park looked the worst it has looked this past summer and we've lived in walking distance with 2 kids and dogs for the past 10 years so we are in the park nearly daily. r. Hello, The current slide and playground is cracking and falling apart in certain spots. This is really un safe for the kids the and can cause injuries. Floral park has a great natural environment feel with lot of trees and flowers. One thing I did notice while using the park is that it seems to take a long time to dry after it rains. This can make the playground muddy and slippery which is dangerous. Also, the old school wood chips for soft landing isn't a good option anymore. The kids get splinters sometimes when the chips get into their shoes. Rubber turf would be much better option. s. Zip line t. Winter off -leash dog park u. Something for older kids. Skate ramp? v. We love Floral Park! There needs to be a sidewalk from the tennis courts to the playground area. Currently it is cumbersome to get from one to the other.... You either walking on a dirt path through the trees or going down to the street and fighting traffic on Royal Lane (which is too fast and approaches at a blind right angle). It is especially bad for bikes or strollers that cannot use the entrance steps. The main play equipment is nice, though the triple slide is awful and our young kids (3-7yrs) avoid it because it hurts them to go over the bumps and wiggles. A plain slide (either straight or corkscrew) would be much more appreciated! The location of the port -a -potty is on a hill. It's so nice having a toilet nearby, but I wish it could be on better grading as it always sits at an angle which makes it difficult for littles to use. I'd suggest a cement pad beneath it or relocating somewhere nearby to flat ground. w. Chess/checkers table like triangle park. Play structure that kids can climb on, big slides, burn off energy. Slides at this park currently are good- please dont take away the large slides like happened at Cummings park. Just throwing this out, but what about badmitton and volleyball? I see a lot of people want to play volleyball at Cummings park. Maybe Floral park is too small to accommodate that, but wanted to mention itYm not dying to play volleyball, but others may be interested? d. Volleyball, a soccer net/field goal posts on the opposite side of the baseball diamond. e. My husband plays tennis and it would be great to have a usable court nearby. I also see kids playing basketball. Both of those courts need to be resurfaced. f. No pickle ball. It will ruin our nice little park and our neighborhood cannot handle the parking load g. Hello, I live right next to the park and I have 3 kids 6,4,2 and know of three other families with 3 kids and many more with two kids. We have discussed an updated basketball court with adjustable hoops would be great for the community. It would be great to consider skate/bike park for the kids to use in the summer that could be converted into a Ice rink in the winter. I know the Oval in Roseville has this set up. I struggled with whether to put yes or no. Next time it might be nice if you had some sort of way that people can respond with how MUCH they want something done (such as a scale of 1-10). I'm certainly not against improvements to Floral park, but at the same time I don't think anything is super urgent. One thing I am not sure about, is when is the right time to replace play structures. The play structure at Floral park gets used alot, and it is wonderful to have it there. However, I don't think it's worth replacing it at this point. I used to go use Cummings park alot wtih my child, and I was very surprised when the city replaced the play structure. It was still in fantastic condition, in my view, so it didn't seem like the best use of city funds. The play structure at Floral park seems in relatively good condition as well --so not sure if it's really time to replace it? I walk through that park literally every day, and play with my child there many days as well. I think it's a nice, small park and I love the flower gardens and little trails around it. I was suprised your survey didn't mention the flower gardens, as that is a huge part of the park. I think it would be good to more formally upgrade the garden beds a little bit and make them a bit more structured. Maybe some bricks around the garden bed or that sort of thing? Then, you could ask for volunteers to do various tasks for the garden each year. I know George Kruse and another guy take care of the gardens, which is wonderful. I think it would be good to more formally invite others in the community on a regular basis to help out at Floral park. The city could even do a bit of programming there for adults and kids (monarchs, perennial gardening, composting, etc...). I said I'd like to see a bike rack --it would be nice, but not super necessary. It's such a small park it's not like I worried that people would steal my bike while I was there. I do appreciate the porta-potty in the summer, it's really nice to have it there. It would be nice to have water there, if you're going to upgrade the water for gardening, it would be nice if it was drinkable too, if that' was not too expensive. I would suggest making sure the sidewalks are maintained well there, as many people walk and bike through that park every day. In addition, it would be good to have more flexible seating there, under the shade area. I think some people, like seniors or people with various disabilities might have issues getting into the picnic table benches. Might be good to have seating that's somehow more flexible for those kinds of folks as well. f. I volunteer at the park maintaining an owls nest that I built and installed in 2018. The pair of Great Horned owls there have raised 2 sets of owlets and are preparing now to nest again and lay eggs. I'm am VERY CONCERNED about the plan to remove dead trees at this park. Rodents live in decaying wood that the owls feed on. Please keep the wooded part of the park natural. Owls are a protected species in the state of Minnesota as well. It would be nice if along the walking paths there are added in fitness stations. Ex: pull up bar, balance equipment stops. I think if the pavilion gets updated; that you will need to add in some parking, or allow for both sides of the street to have parking. It's an amazing park that's incomplete, making it less utilized. k. We most frequently use the walking path I. 1 walk at Floral Park everyday sometimes 2x. I love the park. I would appreciate having the paths resurfaced. I would also love to see the 2 dead oaks removed so that the small oak trees can grow. The trees are what make Floral Park so beautiful. I also love spending time in the butterfly garden. So peaceful. Please work to keep Floral a calming experience with nature. m. It would be great to have a real washroom instead of a porta potty. n. A handrail would help a lot. Maybe it could be re -graded to make it less steep. mm. We drop our bikes so many times while taking the hiking paths and I never feel quite comfortable with the bikes just dropped in the grass at the entrance to the hiking trails. uuu. It would be great to have drinking fountains. Also more benches by the basketball court and tennis court. vvv.Could you please pay special attention to the low points of the walking trails. There are a few spots that flood and ice over. The spots on the top of my head are the curve in the path from the playground to the softball field and the small steep hill on the north side exiting to Briarknoll Drive. It would be nice to build up some of those low points for those of us that are fairly clumsy, or have other health problems that impact mobility. I would love to see playground equipment that has something for all ages. Please keep a baby swing. We were absolutely bummed when the Cummings park baby swing was removed. We don't feel comfortable using the handicapped swing in case someone who actually needs it would like to swing. The parking signs along Royal Lane might need replacing as well. Possibly a no parking between signs could be the best option? I've noticed people tend to park just on the west side of the trail entrance from Royal Lane. SRF is preparing documents for bidding currently. Open house took place this fall. There were $450k in grants for this project. • City is working with a consultant to pursue grants for the trail from Lake Valentine Road to Highway 96 along Old Highway 10. Feasibility study has been completed for this project this last fall. Estimated project cost is $2.6 Mil. • Lake Johanna Blvd trail study was completed by Ramsey County and they are pursuing funding currently. They are shooting for a final design in 2028. • Open House dates for Floral and Arden Manor still TBD based on discussions at work session. Public surveys have been collected and presented to Council for consideration for both. (Results of the surveys are attached for both parks for PTRC to review and discuss). Design for both projects are ongoing and construction is slotted for 2023. Arden Manor funding are grants combined with city funding. Floral is city funding. • Annual trail maintenance is being scheduled for summer 2023 along Round Lake Rd, Lexington north of 96, Cummings and Floral Parks. • The CIP for Parks is available online. The budget has been adjusted and will be available when it is approved. The following was submitted by Mark Kelliher in advance due to planned absence: "1) For me, I would like to see us focus on buckthorn eradication throughout our city parks. As I am sure you remember, I have assembled a small cadre of intrepid volunteers and we have been working to remove buckthorn from the wilderness area behind the Valentine Hills Elementary. It's hard work, but we have accomplished a lot. Ultimately, without a long-term plan, all of our efforts will go to naught because buckthorn is so resilient. That is why I would like to see the City, with our help from PTRC, develop a long-term strategy to keep buckthorn at bay. The work I did volunteering for the NPS at Fort Snelling is an example of how constant harassment of buckthorn growth can ultimately win the battle. So, I guess that's a long way of saying that I would like to see PTRC develop a long-term strategy to combat buckthorn. 2) Then, on a different note, I would like PTRC to be a little more disciplined in how we conduct our meetings. Specifically, I would like to see us use Robert's Rules of Order with better proficiency than we have in the past. I'm not saying that PTRC has to be super -strict about using Robert's Rules because too much formality will dampen the fun in attending PTRC. I do, however, think that if we all follow a basic framework of Robert's Rules we will have a better communication process develop between us. Below our some of the basics that I would like to see applied to our PTRC meetings: 1. The Chair (Marie) is responsible for recognizing the next speaker. We, as members, should first ask Marie for the floor. Agenda Item 4-C 2. If a motion is presented, it must be seconded by another party. The person who offers the second does not need to agree with the motion. The second is offered only to allow the motion to be considered for further discussion. And, of course, if there is no second, the motion does not advance for further discussion. 3. Once a motion is seconded, it is then open for discussion. Marie is responsible for recognizing the speaker(s) and facilitating the discussion. 4. Once the discussion has drawn to a close, Marie can then entertain a motion to "call the question," or to "table" the motion for consideration at a later date. 1. A motion is tabled if there are more facts that need to be unearthed in order to give us a more complete understanding of the issue. 2. Volunteer appreciation There are a few volunteers who generously donate countless hours to improve our parks (ex. weeding). We would like these individuals to be recognized by the city. Letter from the City Council Proclaim a date for each of them to be [name] day and share that on social media Feature their stories in an upcoming newsletter Reflective vests for volunteers Volunteers should have reflective vests for two reasons: 1) safety 2) so that other people using the parks understand that they are allowed to be working in the park. • Regular volunteers (the ones identified for recognition) should be given a higher quality vest that they can keep that includes "Arden Hills Volunteer" on them. Groups should be given inexpensive vests that they can keep as a small token of appreciation for their work (they can use them for safety when walking in low light conditions). • Currently, Public Works only provides vests to volunteers if the work being done is near potential traffic or other scenarios where high visibility is needed. Agenda Item 4-D Parkshore Trail Name Contest The PTRC originally wanted to involve the community in the naming process and create engagement though a contest that allowed residents or students to submit possible names. The City Council determined that there was not enough staff time to facilitate a contest and asked for name suggestions. These are the names that were submitted by PTRC members: 1.
