Motions to approve, table, or deny the following:
• Appointment of Luke Cardona to the position of Senior Communications Coordinator at
Grade 12 Step 6 and at Year 0 on the PTO scale. All normal City policies apply.
Discussion
The City Council directed Staff to recruit for either a Communications Coordinator or a Senior
Communications Coordinator at a previous meeting. The City received four applications for each
role, totaling eight applications. Staff interviewed five candidates and selected Luke Cardona as the
finalist. He comes with close to ten years of experience in communications roles, including previous
experience as a Communications Manager with the City of Fridley.
Budget Impact
This position was previously budgeted as a part-time position, so it will be higher than previously
budgeted but will be partially offset as the position was vacant following the departure of the
previous person. This authorization will also allow the Finance Director to make any needed
adjustments to the budget for 2023. The City will need to budget for the increase in future years.
The impact to property tax levy supported funds is estimated at $41,000 or a 0.87% levy increase.

• Appointment of Shua Vang to the Twin Cities Gateway Visitors Bureau Board
Discussion
The City of Arden Hills is a member of the Twin Cities Gateway Visitors Bureau, being a member
the City is entitled to at least one spot on the Board of Directors. That spot is reserved for a member
of the City Council, and is currently Mayor Grant. Based on annual hotel tax revenues, cities may be
eligible for another spot on the board; Arden Hills became eligible for another spot based on 2022
revenues. This additional spot must be from one of the hotels in their respective City, in Arden Hills
that’s either the Quality Inn or Springhill Suites. Al Stauffacher, the Director of the Gateway Visitors
Bureau, reached out to the hotels to gauge interest and recruit a member on behalf of Arden Hills. His
recommendation is Shua Vang from Springhill Suites.
