Members of the public are invited to remotely monitor the City Council meeting via

same meeting where an issue is initially raised by a member of the public but the
Council may refer the issue to staff for further research and possible report or action at

Backsround
Discussion from the March 20, 2023 Work Session:
Ramsey County staff recently reached out to City staff with the following information related to
this proposed trail:
"Met Council's 2024 Regional Solicitation for 2028/2029 federal projects is opening this fall. In
anticipation of this, Ramsey County is evaluating what projects we might want to submit. The
Lake Johanna Boulevard trail project is one of the projects we are considering (CR D to Old
Snelling). Per Ramsey County's cost participation policy local costs would be applied 50% to
Ramsey County and 50% to Arden Hills. Assuming we are able to obtain the maximum $5.5
million federal grant, local costs would then be $2 million for Ramsey County and $2 million for
Arden Hills. If a smaller federal grant is received local shares would increase accordingly.
Lake Johanna Boulevard Trail (North/West Alternative)
• 2022 estimate (Corridor Study): $7 million
• 2028 cost estimate (5% annual inflation): $9.5 million
• Maximum Regional Solicitation Award: $5.5 million
• Anticipated Local Project Cost: $4.0 million ($2 million RC / $2 million City of
Arden Hills)
In order to submit the grant request to Met Council, Ramsey County will need an approved
motion or resolution from your city council requesting the county to submit the grant application

and financially committing to your city local match contribution. We will need this council
action no later than July 31 st in order to submit the rant request. "
Follow up items from the March Work Session:
• State Bond Funding: The county will not be pursuing State bond funding for this project.
• Local Match: In terms of maximum local match commitment from the city, the county would
need that to be $2 million, in order to submit the federal grant request to Met Council. This
assumes a $5.5 million federal grant (maximum award) and a $2 million local match contribution
from the county. Met Council does not have a history of awarding less than the requested federal
grant amount, so we will likely either get the full $5.5 million as requested, or we will get
nothing. There can't be any stipulations or contingencies tied to the city's local match
commitment in order for us to have an eligible application.
Discussion
If given direction to proceed with the Lake Johanna Blvd Trail, City staff will notify Ramsey
County of the decision and bring forward a Resolution for Council approval at a future Council
meeting before the July 31, 2023 deadline.

Council Should Consider
Council should discuss and provide direction on the review of existing ordinances.
Background
At the February 2 1 " Work Session meeting, the City Council held a preliminary discussion on if,
or how, City ordinances may be restrictive to residents wanting to remodel or add -on to their
home. It was noted that in most remodel/additions, the main hinderance would be setback
requirements when adding -on as interior projects do not generally conflict with City Code. In
some cases, residents may also be running into issues as they relate to the State Building Code,
and be confusing these with City Ordinances. As corner lots were also mentioned, the most
common question for staff pertains to front yard setbacks. The zoning code previously allowed
one of the road frontages on a corner lot to be a side yard thereby reducing the setback to 20 feet.
Today, the city code requires that corner lots be subject to the minimum front yard setback of 40
feet on both road frontages. At that meeting, city staff was directed to survey neighboring cities
to compare Arden Hills' residential setback requirements. The results of that survey are included
with this memo as Attachment A. Council may note that Arden Hills does generally have more
restrictive setbacks when compared to immediately adjacent cities.
Additionally, city staff was asked to assemble a list of previously identified code amendments to
allow for further Council discussion to occur on the prioritization of amendment reviews.
Within this list, some of the amendments were tasked to proceed directly to the Planning
Commission for the first review. While others will need to be brought back to the City Council

for further discussion and direction at a future work session. Now that a Senior Planner is on
board, Staff believes it will be able to start to tackle these updates, but it would be helpful to
know in what order Council would like these addressed. Staff estimates the second grouping of
amendments could take three to six months each to process based on the degree of changes to be
developed and reviewed. Below is the list of ordinance amendments for discussion:
Planning Commission
• Fences (i.e. Temporary and Permanent, Definitions and Standards)
• Zoning Amendments for consistency with 2040 Comprehensive Plan
City Council Work Session
• Infill Development (i.e. Land Disturbance and Fill, Height of Buildings, Tree
Clearing, Sight Lines, Character of Neighborhood)
• Rental Properties (i.e. Rental Registration/Licensing, Rental Cap, Short Term
Rentals)
• Signage
o Council has indicated this could be a task for the Economic Development
Commission.
• Corner Lot Setbacks
• Accessory Structures (i.e. residential maximum size allowed)
• EV Charging Stations
Staff is mentioning as part of this discussion that the last review and adoption of Chapter 13,
Zoning Code in its entirety occurred in 1993. Since then there have been a number of
amendments and in some instances that has resulted in inconsistencies or a cumbersome format
of where information is found within the code. As the Council discusses the above amendments
this might be an opportune time to consider utilization of consulting services to facilitate a
complete update of the zoning code as well as the subdivision ordinance. A consultant would
assist in the development of the general text, format updates, illustrations, and recommended
amendments. The scope of services would include public outreach, drafting of document, public
hearings, and up to final codification. Staff anticipates that a project timeline from RFP to
adoption would be approximately 18 months. The City has not budgeted or identified this
project as part of the CIP. The Council could direct staff to bring this project back for discussion
as part of the upcoming 2024 Budget and CIP discussions.

Council should consider providing direction on how to handle future proclamations.
Background
The City Council requested proclamations be discussed at this worksession. Staff looked for a
formal policy on how to handle proclamations but was not able to find one. In the past, the City has
only done proclamations for Public Works Week, Police Week, Night to Unite and for long-
standing employees/volunteers that retire. Council may want to discuss how to handle
proclamations going forward and whether a formal policy should be drafted. Regardless if a formal
policy is drafted or not, Council should consider the below items:
Does the City Council want to explore approving additional proclamations?
What is the process for review and discussion? Should they go to a worksession first or are
they discussed at City Council meetings?
What are the attributes of that Council would like consider when deciding on a
proclamation? For example, do they need to have a direct impact to the City?
Should Council decide on a formal policy, Staff can draft one up for a future approval.

Council should consider providing direction on which Councilmember they would like to represent
the City on the NYFS Board of Directors.
Background
The City recently entered into an agreement with Northeast Youth and Family Services (NYFS), as
part of this agreement the City is allowed a spot on the Board of Directors. This representative is
typically a Councilmember. The Council should discuss at this meeting and provide their direction
to Staff. Staff will bring a formal approval at the next regular Council meeting for approval.
When discussing, there are two options how Council may fill the role for NYFS, the choices are an
advisory member to the board or as an official Director on the Board of Directors. There are no
specific requirements of the advisory member, but they are kept up to date as to the activities of
NYFS to report back to the City Council. Should Council want to go the director role, this would
require an interview and selection by NYFS members, and board members are expected to commit
to the following:
1. Attend Board Meetings — Board Meetings are monthly from 8:30 to 10:00 am on the Fourth
Thursday of the Month. Most board meetings are virtual, we have one board meeting each
quarter in person.
2. Join a Committee : Finance, Governance, Development (these meet at various times for an
hour each, all on Zoom).
3. Act as an ambassador and representative for NYFS in the community.
4. Donate annually at an amount that is significant to them. We ask that board members make
NYFS one of their top three philanthropic priorities.

Council should consider providing direction on scheduling of the Council retreat.
Background
The City Council directed Staff to find a day that works for the Council retreat, both Council and
Staff were surveyed for dates in May and June. So far none of the dates will allow for 100%
participation. Council should discuss and give direction on moving forward.
The following dates were suggested but did not work: April 29th, May 51h, May 121h, May 13th, May
19th, May 261h, June 3rd, June 17th, and June 30th. May 51h was the closest we came to full
participation, we were only missing one Councilmember (schedules may have changed since this
survey making more people unavailable).
