" VILLAGE OF ARDEN HILLS COUNTY OF RAMSEY t .~ , 1 \ STATE OF MINNESOTA RESOLUTION NO. 71-47 " RESOLUTION RE VILLAGE POLICY ON ASSESSMENT RATES FOR SEWER AND WATER IMPROVEMENTS WHEREAS, at the request of the Council, the Arden Hili s FInance Committee has directed a study of the practices and vi I lage experience regarding the cost of water and sanitary sewer Improvements in the Village and the assessments charged benefited properties by reason of such Improvements, and WHEREAS said sub-committee has submitted its report, dated August 10, 1971, to the Finance CommIttee, which has been duly referred by the Finance Committee to the Councl I, and WHEREAS the Councl I recognizes that a porti~n of the J cost of water and sanitary sewer. Improvements should be borne as a charge against general taxes, since there is a definite benefit therefrom to the Village as a whole, but the Council is further of the opinion that a substantial portion of such costs should be borne by assessments levied against the benefited property, and WHEREAS the Council notes that construction costs have sub- stantlally increased, and accordingly the present policy of the Council wIth respect to assessment. charges should be revised, NOW, THEREFORE, BE IT RESOLVED as fol lows: I. The aforesaid report of the Finance Committee Is hereby accepted and approved. 2. Since the acreage assessment figures are presumed to be related to Increased value benefits accruing to such property, it Is recommended that, In the future, such charges not be credited to future front-foot assessments. 3. Future improvements, which are essentially for core facilitIes (such as storage, pumping, etc.l, should have their costs borne entirely via general taxes because these benefit all taxpayers alike. . ..;.,.l<.~._.'~"""""'~'~' .. Future assessment rates for sanitary sewer and water improvements in Arden Hi I Is, except as varied by the Councl I In view of particular cl rcumstances and until further action by the Counci I, shal I be as follows: Sewer Improvements: . Frontage assessment - $12.00 per front foot to (to depth of 200 feet) 100 percent of cost, plus 80 percent of cost exceeding $12.00. Acreage assessment - $360.00 per acre. Stub connections - $60.00 each. Water Improvements: Frontage assessment - Residential: $7.50 per front foot to 100 percent of costs, plus 70 percent of costs exceeding $7.50. Commercial, Industrial and tax exempt: $11.00 per front foot to 100 percent of cost, plus 70 percent of cost exceeding $11.00 a front foot. Acreage assessment - $420.00 per acre. Stub connection $145.00 each. BE IT FURTHER RESOLVEO that the aforesaid table represents general Village polley with respect to future assessments, but the Council does not hereby I imit or restrict its statutory power to determine assessments from time to time, and the Council specifically recognizes that particular assessments may be varied in accordance with particular circumstances, with the above table to represent only a general indication of Vi Ilage pol icy.
