RESOLUTION NO. 71-33

RESOLUTION AUTHORIZING MAYOR TO NEGOTIATE AND
EXECUTE JOINT POWERS AGREEMENT BETWEEN THE
VILLAGE OF ARDEN HILLS AND OTHER VILLAGES WITH-
IN INDEPENDENT SCHOOL DISTRICT NO. 621 TO
ESTABLISH MEANS AND SUPPORT OF A TEEN CENTER
DIRECTOR OR COORDINATOR
WHEREAS, it Is proposed that a center be established within
the Independent School District No. 621 to provide for recreation
of teenage residents of the district, and
WHEREAS, It is the Intention and desire of the Vi I 'age of
Arden Hi lis to promote the establ ishment of such a teen center by
joining with other municipalities within the said school district
under the authority of the Joint Powers Act to hire and furnish
the services of a director or coordinator for such teen center.
NOW, THEREFORE, BE IT RESOLVED by the Vi Ilage Counci I of the
Village of Arden Hills that the Mayor be authorized and directed to
execute on behalf of the Village of Arden Hills and any other muni-
cipalities, all or part of which lie within Independent School
District No. 621, to hire a director or coordinator tor a teen center
to be located and operated within the confines of Independent School
District No. 621 on the following conditions:
I. That the total dollar commitment of the municipalities
joining in such joint powers agreement Is sufficient to pay the
cost of hiring and furnishing the services of such a director or
coordinator;
2. That a suitable location for such teen center Is established;
3. That an opinion from the Attorney General is received
indicating that the expenditures by the yarious municipalities
for this purpose is a proper expenditure of municipal funds;
4. That a suitable program for meeting the other costs of
operating the teen center has been developed;
.5. That all agreements be subject to Council approval.
