Extract of Minutes of Meeting of the
Village Council of the Village of Arden Hills
Ramsey County, Minne seta
Pursuant to due call and notice thereof, a regular meeting of
the Village Council of the Village of Arden Hills, Minnesota, was
duly held at the Village Hall in said village on Monday, the 26th
day of April, 1971, at 6:00 o'clock p.m.
The following members were present: Mayor Crepeau and
Councilmen Olmen, Hollenhorst, Henderson, and Herrick:
and the following were absent: None
Councilman Hollenhorst introduced and moved the adoption of
the following resolution:

RESOLUTION ORDERING PREPARATION OF
REPORT ON FLORAL DRIVE tl'ATER IMPROVEMENT
WHEREAS, it is proposed to improve that portion of the Village
of Arden Hills lying generally along Floral Drive, west of Hamline
Avenue by the construction of watermain and necessary appurtenances,
and to assess the benefited property for all or a portion of the
cost of the improvement pursuant to Minn. Statutes, Sec. 429.
NOW, THEREFOIU!:, BE IT RESOLVED BY THE VILIAGE COUNCIL OF THE
VILIAGE OF ARDEN HILLS, MINNESOTA:

That the proposed improvement be referred to Banister Engineer-
ing Company for study and that they are instructed to report to
the Council with all convenient speed, advising the Council in a
preliminary way as to whether the proposed improvement is feasible
and as to whether it should best be made as proposed or in connec-
tion with some other improvement, and the estimated cost of the

The motion for the adoption of the foregoing resolution was
duly seconded by Councilman Herrick and upon vote being taken there-
on the following voted in fa'lfot thereof: All

Whereupon said resolution was declared duly passed and adopted.
Councilman Herrick then introduced the following resolution
and moved its adoption:
RESOLUTION PROVIDING FOR PUBLIC HEARING
ON FLORAL DRIVE WATER IMPROVEMENT
BE IT RESOLVED by the Council of the Village of A.rden Hills
as follows:
1. The Council shall meet at the Village Hall, 1450 West
Highway 96, in said village, on~LY', 1971 at 8100 o'clock
p.m., for the purpose of holding a pUblic hearing on the proposed
improvement under. and pursuant to the provisions of Minnesota
Statutes, Chapter 429, and the Clerk Administrator is hereby
authorized and directed to cause notice of ~Ie tifue. place, and
purpose of that meeting to be published twice in the official
newspaper, New Brighton BUlletin, which publications sr~ll be a
week apart, and the second publication shall be not less than
three days before the date of the hearing." ..~
2. The notice shall be in substantially the following form:

3. The general nature, estimated cost and area proposed
to be assessed for Floral Drive Water Improvement are determined
to be as stated in the foregoing notice, as fully as though the
same were separately set forth and resolved herein.
The motion for the adoption of the foregoing resolution was
duly seconded by Councilman HoIlenhorst and upon vote being taken
thereon, the following voted in favor thereof: All

I, the undersigned, being the duly qualified and acting
Clerk Administrator of the Village of Arden Hills, Minnesota, do
hereby certify that I have carefully compared the attached and
foregoing extract of minutes of a regular meeting of the Village
Council of said village held on the 26th day of April, 1971, with
the original thereof on file in my office, and the same is a full,
true and complete transcript insofar as the sanerelates to Floral

NOTICE OF HEARING
ON FLORAL DRIVE HATER Il<lPROVEHENT
VILLAGE OF ARDEN HII,LS, fUNNESOTA
NOTICE IS HEREBY GIVEN that the Council Of the Village of
Arden Hills. Minnesota, will meet at the Village Hall, 1450
Hest Highway 96, in said village on the :J.L/ day Of~
1971, at 8,00 o'clock p.m. to hold a public hearing pursu nt
to Minnesota Statutes, Chapter 429, as amended, on proposed Floral
Drive ~1ater In:provement consisting of the construction of water-
main and necessary appurtenances along Floral Drive, west of Hamline
Avenue all substantially in accordance with a preliminary
engineering report which is now on file and open to public
inspection in the office of the Village Clerk Administrator.
The cost of the improvement is presently estimated at
approximately $ J//), S-~ The area proposed to be assessed
for the improvement shall beau those parcels of property
lying within the following:
The SOuthwest Quarter and the West Half of the
Southeast Quarter of Section 22, Township 30 North,
Range 23 West.
All persons desiring to be heard with reference to the
improvement and the area proposed to be assessed therefor
may appear and be heard by the Village Council at the time
and place stated above.
