RESOLUTION NO. 71-18

RELATING TO METROPOLITAN COUNCIL
WHEREAS, the
service when
metropol itan

Metropolitan Council can provide a very useful
acting in an advisory capacity on certaIn needs
in scope such as transit, sewers and open space,
WHEREAS, the Metropol itan Council has demonstrated that it now
also seeks Increased authority to legislate'Iocal laws, and
WHEREAS, this /s particularily evidenced by recent policy state-
ments includIng, but not limited to, the "Metropolitan Development
Guide Housing Pol icies, System Plan, Program" and
WHEREAS, this appears to be an attempt on the part of the Metro-
politan Council to superimpose themselves as another level of
government, and
WHEREAS, It Is our opinion that another level of government is
not desired nor required;
NOW, THEREFORE, BE IT RESOLVED that the Arden Hills Council
requests that the Legislature of the State of Minnesota do the
following:
I. Change the name of the Metropolitan Council to "Metropolitan
Advisory 80ard~ or an equivalent title.
2. Direct that the Metropol itan Council establish proper internal
"Guidelines" to clearly state that Its activities shall be
advisory and administrative in nature and that it shall not
interfere with nor attempt to legislate local government.
3. Direct that the Metropolitan Council divest Itself o' al I
personnel who are not essential to futfi I I such advisory
and administrative functions.
