RESOLUTION EXPEESSING DESIRE TO PARTICI-
PATE IN FEDERAL ;FLOOD INSURANCE PROGRAM
AND ASSURING FUTURE COMPLIANCE WITH HOD,
DNR AND OTHER AGENCIES IN CONNECTION
THEREWITH.
~s c~tain areas of the City of Arden Hills are
subject to~~~~iooding from the lakes, streams, water
courses, and other similar bodies of water within its boundaries,
causing serious damages to properties within areas adjacent thereto;
and .
WHEREAS, relief is available in the form of flood insur-
ance as authorized by the National Flood Insurance Act of 1968, as
amended; and
WHEREAS, it is the intent of this Council to comply with
land use and management criteria regulations as required in said
Act; and
WHEREAS, it is also the intent of this Council to recognize
and duly evaluate flood hazards in all official actions relating to
land use in the flood plain areas having special flood hazards; and
WHEREAS, the citations of State of Minnesota enabling
legislation that authorized the City of Arden Hills to adopt land
use and control measures are as follows; M.S.A. Section 394.01 et
seg.; M.S.A. Sections 462.351-462.363; M.S.A.. Section 104.01 et seg.;
and M.S.A. Section 105.485, Subdivisions 2, 3, 6, and 7;

NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Arden Hills hereby;
1. Assures the Federal Insurance Administration that it
will enact as necessary, and maintain in force for those areas having
flood hazards, adequate land use and control measures with effective
enforcement provisions consistent with the criteria set forth in
Section 1910 of the National Flood Insurance Program Regulations; and
2. Vests the Clerk-Administrator with the responsibility,
authority and means to:

Delineate or assist the Federal Administrator,
at his request, in delineating the limits of
the areas having special flood hazards on avail-
able local maps of sufficient scale to identify
the location of building sites;
Provide such information as such Administrator
may request concerning present uses and occu~
pancy of the flood plain;

Ccl Cooperate with federal, state and local
agencies and private firms which undertake
to study, survey, map and identify flood
plain areas, and cooperate with neighboring
municipalities, Ramsey County, and the Rice
Creek Watershed District with respect to
management of adjoining flood plain areas
in order to prevent aggravation of existing
hazards; and
WI- SUbmit on the anniversary date of the
City's initial eligibility an annual report
to such Administrator on the progress made
during the past year within the City and the
development and implementation of flood plain
management measures.
3. Appoints the Clerk-Administrator to maintain
for public inspection and to furnish upon request a record of
elevations (;tn. relation to mean sea level) of the lowest floor
(including basement) of all new or substantially improved
structures located in the special flood hazard areas; provided,
however, if the lowestfioor is below grade on one or more sides,
the elevation of the floor immediately above must also be recorded1
and
4. Agrees to take such other official action as may
reasonably be necessary to carry out the objectives of the program;
BE IT FURTHER RESOLVED, that the Clerk-Administrator be
and she hereby is authorized and directed to forward a copy of
this Resolution to the Minnesota Department of Natural Resources,
Centennial Office Building, St. Paul, Minnesota 55155.
