A regular meeting of the Council of the Village of Arden Bills, Minnesota, was held in the Village Ball on August 13, 1973, at 8:00 o'clock p.m. The following members were present: Mayor Crepeau, Councilmen Hollenhorst and Herrick. and the following were absent: Councilmen Crichton and Olmen. * * * * * * The Village Clerk Administrator presented to the Council the proposed assessment roll for Street Improvement No. 72-3 prepared by her with the assistance of the village consulting engineers as directed by the Council on June 11, 1973, and reported that the assessment roll is now on file in her office and open to public inspection. Councilman Herrick then introduced the following resolution and moved its adoption: RESOLUTION NO. ;U-01t RESOLTUION PROVIDING FOR HEARING ON THE PROPOSED ASSESSMENT FOR STREET IMPROVEMENT NO. 72-3 . BE IT RESOLVED BY THECQuncil of the Village of Arden Hills, Minnesota, that the proposed assessment roll for Street Improvement No. 72-3 now on file and open to public inspection in the office . . \... .. . . of the Village Clerk Administrator, is approved, and the Clerk Administrator is directed to publish. and mail notice that the Council will meet to consider the proposed assessment on cI1":5eptember 6,: 1973 , at the Village Hall in the Village of Arden Hills, at 7:00 o'clock p.m. The notice shall state the date, time and place of the meeting, the general nature of said improve- ment, the area proposed to be assessed, that the proposed assess- ment roll is on file with the Clerk Administrator, and that written or oral objections thereto by any property owner will be considered. It shall be published in the official newspaper of the Village at least once, and shall be mailed to the owner of each parcel described in the assessment roll, not less than two weeks prior to the date of said meeting. For the purpose of such mailed notice, owners of said parcels shall be those shown as such on the records of the County Treasurer. Every property owner whose name does not appear on such records (other than owners of property which is tax exempt or is taxed on a gross earnings basis) shall be deemed to have waived such mailed notice unless he has requested in writing that the County Treasurer include his name on the records for this purpose. The motion for the adoption of the foregoing resolution was duly seconded by Councilman and upon vote being Ho II enhorst taken thereon, the following voted in favor thereof: :all present, and the following voted against the same: None whereupon the resolution was declared duly passed and adopted. , . I, the undersigned, being the duly qualified and acting Clerk Administrator of the Village of Arden Hills, Ramsey County, Minnesota, hereby attest and certify that (1) as such officer, I have the legal custody of the original record from which the attached and fore- going extract was transcribed~ (2) I have carefully compared said extract with said original record~ (3) I find said extract to be a true, correct and complete transcript from the original minutes of a meeting of the Village Council of said Village held on the date indicated in said extract, including any resolutions adopted at such meeting, insofar as they relate to Street Improvement 72-3 of said village~ and (4) said meeting was duly held, pursuant to call and notice thereof as required by law.
