Improvements Nos. 12 and 13 as adopted on September 28, 1970, was <br />filed and certified to the County Auditor of Ramsey County, on <br /> <br />October 28, 1970, for the purpose of including installments thereof <br /> <br />to be collected along with real estate taxes commencing in 1971; and <br />
