Extract of Minutes of Meeting
of City Council of
City of Arden Hills
Ramsey County, Minnesota
Held: October 30, 1978
Pursuant to due call and notice thereof, the City Council
of the City of Arden Hills met in regular session at the City
Hall on Monday, the 30th day of October, 1978, at 7:30 o'clock
p.m.
'!'he following members were present: Mayor Crepeau and
Councilmen Hanson, tfingert, Crichton and Woodburn: and the
following were absent: None.
Councilman Crichton introduced the following resolution
and moved ita adoption:
Resolution No. 78-67
RESOLUTION RECEIVING REPORT AND PROVIDING
FOR PUBLIC HEARING ON IMPROVEMENT NO. SS-W-P-S'1'-78-3
BE IT RESOLVED by the Council of the City of Arden tills
as follows:
1. By resolution adopted May 22, 1978, the Council has
directed the City Consulting Engineer to prepare a preliminary
report as to the feasibility of a proposed improvement in the
area bounded by Hamline Avenue on the west, Nursery Hill Lane
on the north, Karth Lake on the east, and vacated'S.T.B. 51 on
the south by the construction of sanitary sewer, watermain,
bituminous paving, concrete curb and qutter, storm drainage
facilities, right-of-way acquisition and necessary appurtenances.
The Consulting Engineer was also directed to include in the
report the estimated cost of the proposed improvement and as
to whether such improvement should best be made as proposed or
in connection with some other improvement. The preliminary
report and cost estimate have been submitted and considered by
the Council and are hereby approved and directed to be placed
on file in the office of the City Clerk Administrator. The
improvement proposed to be made in the general manner set forth
in the report is desi:qnated as Improvell\Elnt No. SS-W-P-ST-78-3.
2. '!'he Council shall meet at the City Ball, 1450 West
Highway 96, in said City, on November 27, 1978, at 8:00 o'clock
p.m. for the purpose of holding a public hearing on the pro-
posed improvement under, and pursuant to the provisions of
Minnesota statutes, Chapter 429, and the Clerk Administrator
is hereby authorized and directed to cause notice of the time,

place and purpose of that meeting to be published twice in the
official newspaper, New Brighton Bulletin, wbich publications
shall be a week apart, and the second publication sball be not
less than three c'lays before the date of the hearing.

NOTICE OF HEARING
ON IMPROVEMENT NO. SS-W-P-ST-78-3
CITY OF ARDEN HILLS, MINNESOTA
NOTICE IS HEREBY GIVEN that the Council of the City of
Arden Hills, Minnesota, will meet at the City Hall, 1450 West
aighway 96, in said City, on the 27th day of November, 1978,
at 8:00 o'clock p.m., to hold a public hearing pursuant to
Minnesota Statutes, Chapter 429, as amended, on proposed
Improvement No. SS-W-P-ST-78-3, including the area bounded by
Hamline Avenue on the west, Nursery Bill Lane on the north,
Karth Lake on the east, and vacated S.T.B. 51 on the south by
the construction of sanitary sewer, watermain, bituminous
paving, concrete curb and gutter, storm drainage facilities,
right-of-way acquisition and necessary appurtenances. The
foregoing is all substantially in accordance with a preliminary
engineering report which is now on file and open to public
inspection in the office of the City Clerk Administrator.
The cost of the improvement is presently estimated at
$200,000. The area proposed to be assessed for the improvement
shall be the following:
The South l/2 of the N.E. 1/4 and the North
1/2 of the N.W. l/4 of the S.E. 1/4, all in
Section 22, T. 30, R. 23, Ramsey County,
Minnesota.
All persons desiring to be heard with reference to the
improvement and the area proposed to be assessed therefor may
appear and be heard by the City Council at the time and place
stated above.

4. The general nature, estimated cost and area proposed
to be assessed for Improvement No. SS-W-P-ST-78-3 are deter-
mined to be as stated in the foreqoing notice, as fully as
thouqb the same were separately set forth and resolved berein.
The motion for the adoption of the foreqoing resolution
. was duly seconded by COuncilman Wingert, and upon vote being
taken thereon, the following voted in favor thereof: All, and
the following voted against the same: Hone~ whereupon the
resolution was declared duly passed and adopted.
