Pursuant: to due call and notice thereof, a reqular meetinq
of the City Counoil of the City of Arden HillS, Minnesota, was
duly held at the City Hall in .aid City on Monday, the 8th day
of May, 1978, at 7:30 o'olock p.m.
The followinq members were present: Mayor Crepeau and
Councilmen, Hanson, Winqert, Crichton and Woodburn; and the
followinq were absent: None.
Councilman Woodburn introduced and IlIOved the adoption of
the followinq resolution:

PETITIONS AND ORDERING PREPARATION OF
REPOR'l' ON IMPROVEMENT NO. W-78-2

WHEREAS, certain petitions requestinq an improvement in
the City of Arden Hills qenerally in the area of the inter- ,
section of Trunk Highway 96 and Hamline Avenue, southerly along
Hamline Avenue 2,625 feet, thence westerly to the intersection
of Old Highway 10, thence southerly along Old Highway 10 to
Interstate Hiqhway 694, thence westedy on Interstate Highway
694 to the intersection of Interstate Hiqhway 35-W and Inter-
state Highway 694, thence no~erly alonq Interstate Highway
35-W to the intersection of Interstate Highway 35-W and Hiqhway
10, thence southeasterly alonq Highway 10 to the intersect:ion
of Trunk Higbway 96 and Highway 10, thence easterly alonq
'l'x'unk Highway 96 to the point of beginning, filed with the

to be signed by th required pe1'Centage of owners affected
thereby pursuant to Minnesota Statutes, Sec. 429.035.
NOW, 'rBBREPOU, BE IT RESOLVED BY 'l'BE CITY CotlNCIL 01' THE
CI'l'Y 01' ARDEN BILLS, MINNESOTA:
'!'hat the petition be referred to the City consulting engi-
neer for study and that he is instructed to report to the
Council with all convenient speed, advising the Council in a
preliminary way as to whether the proposed improvement is
feasible and all to whether it should best be made as proposed
or in connection with some other improve.nt, and the est11llated
cost of the improvement as recOlllDended.
The IIlOtion for the adoption of the foregoing resolut:.ion
was duly seconded by counoilman Wingert and upon vote being
taken thereon the following- voted in favor thereof: All ~ and
the following- voted against the same: None~ whenupon said
resolution was declared duly passed and adopted.
Councilman Criohton then introduced the following resolu-
tion and IIlOved its adoption:

WHEREAS, the City consulting eng-ineer had previously prE!'"
pared a feasibility report for the construction of Illlprovement
No. W-78-2.
NOW, THEREFORE, BE I'1' RESOLVED BY THE CITY COUNCIL OP'l'HE'
CITY OF ARDEN BILLS, MINNESO'l'A:
1, The preliminary report and cost estimate are hereby
approved and directed to be placed on file in the office of
the City Clerk Administrator. '!'he improvement proposed to be
made in the general manner set. forth in the report is desig-
nated as Improvement No. W-78-2.

2. '!'he Council shall meet at the City Hall, 1450 West
Highway 96, in said City, on June 19, 1978, at 7:30 o'clock
p.llI. for the purpose of boldinq a public bearinq on the pro-
posed improvement under and pursuant to the provisions of
Minnesota Statutes, Chapter 429, and the Clerk Administrator
is hereby authorhed and directed to cause noUce of the time,
place and purpose of that IlI8eting to be publiBhed twice in
the official newspaper, New Brighton Bulletin, which publica-
tions shall be a week apart, and the second publication shall
. be not. less than thr_ days before the date of the hearinq.

NOTICE IS HEREBY GIVEN that the Council of 'the City of
Arden Hills, Minnesota, will meet at the City Hall, 1450 West
Highway 96, in said City, on the 19th day of June, 1978, at
7:30 0'c1oCk p.m., to hold a pub1io hearing pursuant to Minne-
sota Statutes, Chapter 429, as amended, on proposed Improvement
No. ti/-78-2, 99neral1y in the area of the intersection of Trunk
Highway 96 and Hamline Avenue, southerly along Hamline Avenue
2,625 feet, thenoe westerly to the intersection of Old Highway
10, thence southerly along Old Highway 10 to Interstau Highway
694, thence westerly on Interstate Highway 694 to the inter-
seotion of Interstate Highway 35-W and Interstate Highway 694,
thenoe northerly along Interstate Highway 35-W to the inter-
section of Interstate Highway 35-W and Highway 10. thence
southeasterly along Highway 10 to the interseotion of Trunk
Highway 96 and Highway 10, thenoe easterly alonq Trunk Highway
96 to the point of beginning, by the installation of watermain
extension, right-of-way acquisition, street restoration, and
necessary appurtenances. The foregoing is all substantially
in accordance with a preliminary enqineerinq report which is
now on file and open to public inspection in the office of the
City Clerk Administrator.
The cost of the improvement is presently estimated at
$732,000.00. The area proposed to be assessed for the improve-
ment shall be the following:
The West 1/2 of the Northwest 1/4 of Sec. 221 T.
301 R. 23 and the North 1/2 of the North 1/2 of
the Northeast 1/4 of the Northwest 1/4 of Seo.
22, T. 301 R. 23.
All of Sec. 211 T. 301 R. 231 1yinq North of
Interstate Highway 1-694 and East of Interstate
Highway I-35W exoept the portion lying East of
Old Highway 10 within the East 1/2 of the South-
east 1/4 of said Sec. 21, T. 30; R. 23.
The South 1/2 of the Southwest 1/4 of Sec. 15;
T. 30; R. 23.
The South 1/2 of Sec. 16; T. 301 R. 23; 1yinq
east of Interstate Hiqhway I-35W except the North-
east 1/4 of the Southeast 1/4.
All in Ramsey County, Minnesota.
All persons desirin9 to be heard with reference to the
improvement and the area proposed to be assessed therefor may

4. The general nature, estimated cost and area proposed
to be assessed for Improvement No. W-78-2 are dete:rmined to
be as stated in the foregoing notice, as fully as though the
same were separately set forth and resolved herein.
The motion for the adoption of the foregoinq resolution
was duly seconded by Councilman Hanson, and upon vote being
e. taken thereon, the followinq voted in favor thereof: Alll and
the following voted against the same: None I whereupon the
resolution was declared duly passed and adopted.
