RESOLUTION NO. 78-9 A RESOLUTION EXEM~TING CERTAIN ORGANIZATIONS OR AGENCIES FROM ~AYMENT OF LICENSE FEES FOR CERTAIN TYl?ES OF OUTDOOR SIGNS WHEREAS, the City of Arden Hills regulates and licenses outdoor signs within its boundaries, and WHEREAS, regulation of such signs is in the public interest insofar as this regulation serves to control and pre- vent the occurrence or continuation of those conditions which could adversely impact the visual environment, and WHEREAS, licensing of signs is done for the purpose of regulation, and WHEREAS, administrative and inspection costs are incurred as an unavoidable part of licensing and inspection, and WHEREAS, fees are collected to defray costs of regula- tion, and WHEREAS, the costs of regulation should be borne by those who benefit and who necessitate the exercise of this regulation, and WHEREAS, certain organizations or agencies utilize signs to advertise programs, facilities or services which pro- vide a general benefit to the community as a whole, and WHEREAS, the regulation costs of such signs of general benefit should properly be borne by the community as a whole, and accordingly the organizations or agencies utilizing said signs of general benefit should be exempted from the payment of license fees therefor, . NOW, THEREFORE, BE IT HEREBY RESOLVED, that the City Council of Arden Hills exempt the following organizations or agencies from the payment to the City of Arden Hills of license fees for the following types of outdoor signs: :Public schools; Type of Sign Signs advising the public of the location or nature of the public services of said agency Signs which advise the public of the identity of such schools Organization or Agency Governmental agencies (federal, state, county and municipal
