Extract of Minutes of Meeting of City Council of City of Arden Hills Ramsey county, Minnesota Beld: December 19, 1977 Pursuant to due call and notice thereof, the City Council of the City of Arden Hills met in special session at the City Hall on Monday, the 19th day of Deoember, 1977, at 7:30 o'clock p.m. , The followinliJ merabers were present: Mayor Crepeau and Councillllen ,Hanson, Wingert, Crichton and Wooaburni and the following were absent: None. Counoilman Woodburn introduced the following resolution and moved its adoption: Resolution No. 77-77 RESOLUTION RECEIVING REPORT AND PBOVIDING FOR PUBLIC HEARING ON IMPROVEMEN'r NO. P-ST-77-6 BE !T RESOLVED by the Council of the City of Arden Bills as follows: , 1. By resolution adopted December 12, 1977, the Council has directed the City consulting engineers to prepare a preliilli- nary report as 'to the feasibil! ty of a proposed improvement including all that property bounded on the north by the Soo Line Railroad tracks; on the west by State Trunk Hiqhway 51; on the south by County Road E; and On the east by Lexington Avenue by the installation of bituminous pavinq, concrete curb and qutte,r, s'torm sewer facilities, sanitary sewer and water services, right-of-way acquisition, and necessary appurtenances. The consulting engineers were also directed to include in the report the estimated cost of the proposed improvement and as to whether such improvement should best be made as proposed or in connection with SOllIe other improvement. The preliminary report. and cost estimate have been submitted and considered by the Council and are hereby approved and directed to be placed on file in the office of the City Clerk Administrator. The improvement proposed to be made in the general manner set forth in the report is designated as Improvement No. P-ST-77-6. 2. The Council shall meet at the City Hall, 1450 West Highway 96, in said City, on February 6, 1978, at 7:30 o'clock p.m. for the purpose of holding a public hearing on the pro- posed improvement under and pursuant. 'to the provisions of Minnesota Stat.utes, Chapter 429. and the Clerk Administtator . - v.... is hereby authorized and directed ~ cause notice of the time, place and purpose of that meeting to be published t.wice in the official newspaper, New Briqhton Bulletin, which publications shall be a week llpart, and the second publication shall be I10t less than three days before the date of the hearing. 3. '!'he notice shall be in substantially the following " form: . . I ... NOTICE OF HEARING ON IMPROVEMENT NO. P-ST-77-6 CITY OF ARDEN BILLS, MINNESOTA' NOTICE IS HEREBY GIVEN that the Council of the City of Arden Hills, Minnesota, will meet at the City Hall, 1450 West, Highway 96, in said City, on the 6th day of February, 1978, at 7:30 o'clock p.m., to hold a public hearinq pursuant to Minnesota Statutes, Chapter 429, as aIllended, on proposed Improvement No. P-ST-77-6, including all that property bounded on the north by the Soo Line Railroad tracks; on the west by State Trunk Highway 51; on the south by County Road E; an4 on the east by Lexington Avenue by the installation of bituminous paving, concrete curb and gutter, storm sewer facilities, sanitary sewer and water services, right-of-way acquisition, and necessary appurtenances. The foregoing is all substantially in accordance with a preliminary engineering report which is now on file and open to public inspection in the office of the City Clerk Administrator. The cost of the improvement is presently estimated at $74,600.00. The area proposed to be assessed for the improve- ment shall be the following: All of the S.W. l/4 of the S.E. l/4 of Section 27, T. 30, R. 23, lying south of the 500 Line Railroad in Ramsey County, Minnesota. All persons desiring to be heard with reference to the improvement and the area proposed to be assessed therefor may appear and be heard by the City Council at the time and place state above.
