Pursuant to due call and notice thereof, the City Council
of the City of Arden Hills met in special session at the City
Ball OIl Monday, the 19th day of December, 1977, at 7130 o'clock

The followinq members were present: Mayor Crepeau and
councilmen Hanson, Wingert, Crichton and Woodburn, and the
following were absent: None.
councilman Wingert introduced the following resolution and

RESOLUTION RECEIVING REPORT
AND PROVIDING !'OR PUBLIC BEARING ON
IMPROVEMENT NO. W-17-S
BB 1'1' RBSOLWD by the Council of the CUy of Arden Hills
as follows:
1. By resolution adopted December 12, 1977, the council
has dimcted the City consultinq engineers to prepare a pre-
lilllinary report as to the feasibility of a proposed improvement
qenerally in the area bounded by Hamline Avenue on the east,
Interstate BiCJbway 694 on the south, Interstate Highway 3S.W
on the west, and Trunk Highways 96 and 10 on the north by the
installation of waterlllain extension, right-of-way acquisition,
stmet restoration, and necessary appurtenances. The COIleulting
enqineers were also directed to include in the report the esti-
_ted cost of the proposed imp~nt and as to whether' such
improvelll8nt should ,best be made as proposed or in connection
with some other improvement. The prel1ll1inary report and cost
esti_te have been nbmitted and considered by the counoil and
am bemby approved and directed to be placed on file in the
office of the City Clerk Adm1nistrator. The improvelll8nt pro-
posed to be made in the 118MI'd manner set forth in the report
is designated as Improvement No. W-77-5.

is hereby authorized and directed to cause notice of the time,
place <lIld purpose of that meeting to be published -twice in the
official newspaper, New Brighton Bulletin, which publicaUons
shall be a week apart, and the second publication shall be not
less than three days before the date of the hearing.
3. The notice shall be in subsUntially the following

ON IMPROVEMENT NO. W-77-S
CITY OF ARDEN SILLS, MINNESOTA
NOTICE IS HEREBY GIVEN that the Council of the City of
Arden Bills, Minnesota, will meet at the City Ball, 1450 Uest
Highway 96, in said City, on the 6th day of Pebruary, 1973,
at 7:30 o'clock p.m., to hold a public hearing pursuant to
Minnesota Statutes, Chapter 429, as amen<1ed, on proposed
Improvement No. W-77-5, generally in the area boun<1ed by
Hamline Avenue on the east, Interstate Highway 694 on tile
south, Interstate Highway 35-W on the west, and Trunk f!ighwny~
96 and 10 on the north by the installation of watermain extea-
sion, right-of_ay acquisition, street restoration, and
necessary appurtenances. The foregoinq is all substantially
in accordance with a preliminary enqineerinq report ,qhich is
now on file and open to public inspection in the office of
the City Clerk Administrator.
The' cost of the improvement is presently estimated at
$867 , 700.00. The area proposed to be assessed for the
improvement shall be the followin9:

lying north of Interstate Highway 1-694 and the N.

N. l/2 of the N.E. 1/4 of the S.W. 1/4 of Section
,22; T. 30, R. 23.
All of Sec. 21: T. 30: R. 23: lying north of
Interstate Highway 1-694 and east of Interstate
Highway I-35W.
The S. 1/2 of the S.W. 1/4 of Sec. 15; T. 30; R.
23; the S. 1/2 of Sec. 16: T. 30; R. 23, lying
east of Interstate Highway I-3SW except the N.E.
1/4 of the S.B. 1/4.
All in Ramsey County, Minnesota.
All persons desiring to be heard with reference to the
improvelllent and the area proposed to be assessed therefor may
appear and be heard by the City Council at the time and place
stated above.

4. The qeneral nature, estimated cost and area proposed
to be assessed for Improvement Uo. lIT-77-5 are determined i:O be
as stated in the foregoing notice, as fully as though the
same were separately set forth and resolved herein.
The mUon for the adoption of the foregoing resolution
was duly seconded by Councilman Woodburn, and upon vote being
taken thereon, the following vot:ed in favor thereof: Alli and
the following vot:ed aqainst the same: Noner whereupon the
ftsolutiotl w.. "'clared duly passed and adopted.
