WHEREAS, Douglas McCall was named Lieutenant on August 9, 1976, on a year to year basis, as al I City appointments, a~d this was tacitly reaffirmed for 1977, and WHEREAS, on January 3, 1977, the Counci I appointed Douglas McCall to "head the department" until the future of the department was determined, and . WHEREAS, Minutes of the Councl I Meeting of March 28, 1977 Indicate that Douglas McCall has been asked to "head the depart- ment" unti I a Chief was appointed, and WHEREAS, to maintain leadership and effective organization, there must be someone who can act as Chief of Police, NOW, THEREFORE, 8E IT RESOLVED AND LET IT BE KNOWN, that Lieutenant McCall has the rank of Lieutenant In the Arden Hills Police force untl I, and If, a new Chief Is named, and If, through his recommendations to Councl I, and with Council approval, there is a reorganization of the force, and BE IT FURTHER RESOLVED, that Lt. McCall has the current responsib! lity to supervise the force as outlined in the attached position responslbi lltles for the Chief of Police, and BE IT FURTHER RESOLVED, that Lt. McCall has at this time the full and usual prerogatives of Chief, such as immediate disciplinary responsibilities, when and If necessary, to maintain force effectiveness, subject to full Counci I review as soon as feasible.
