Held: April 11, 1977 pursuant to due call and notice htereof, the City Council of the City of Arden Hills met in regular session at the City Hall on Monday, the 11th day of April, 1977, at 7:30 o'clock p.m. The following members were present: Mayor Crepeau and Councilmen, Crichton, Woodburn and Hanson. and the following were absent: CouRcllm~n Wingert. Councilman Woodburn introduced the following reso- lution and moved its adoption: Resolution No. · 7~-20 RESOLUTION RECEIVING REPORT AND PROVIDING FOR PUBLIC HEARING ON IMPROVEMENT NO. W-P-SS-76-l BE IT RESOLVED by the Council of the City of Arden Hills as follows: . 1. By resolutions adopted July 19, 1976 and December 13 1976, the Council has directed the City consulting engineer to prepare a preliminary report as to the feasibility of a proposed improvement generally north and east of Karth Lake to the city limits, and all undeveloped land around Karth Lake in the Northeast Quarter of Section 22, Town 30 Range 23 by the in- stallation of sanitary sewer and watermain, bituminous surfacing, concrete curb and gutter, and drainage facilities and necessary appurtenances. The City Consulting Engineer was also directed to include in the report the estimated cost of the proposed im- provement and as to whether such improvement should best be made as proposed or in connection with some other improvement. The preliminary report and cost estimate have been submitted and con- sidered by the Council and are hereby approved and directed to be placed on file in the office of the City Clerk Administrator. The improvement proposed to be made in the general manner set forth in the report is designated as Improvement No. W-P-SS-76-l. 2. The Council shall meet at the City Hall, 1450 West Highway 96, in said City, on May 2, 1977, at 7:30 o'clock p.m. for the purpose of holding a public hearing on the proposed improvement under and pursuant to the provisions of Minnesota Statutes, Chapter 429, and the Clerk Administrator....is!ber:eJl:.\r. authorized and directed to cause notice of the time, place and purpose of that meeting to be published twice in the official " .. newspaper, New Brighton Bulletin, which publications shall be a week apart, and the second publication shall be not less than three days before the date of the hearing. . 3. The notice shall be in substantially the following form: NOTICE OF HEARING ON IMPROVEMENT NO. W-P-SS-76-1 CITY OF ARDEN HILLS, MINNESOTA NOTICE IS HEREBY GIVEN that the Council of the city <Sf Arden HillS, Minnesota, will meet at the city Hall, 1450 West Highway 96, in said City, on the 2nd day of May, 1977, at 7:30 o'clock p.m., to hold a public hearing pursuant to Minnesota Statutes, Chapter 429, as amended, on proposed Improvement No. W-P-SS-76-l generally north and east of Karth Lake to the city limits, and all undeveloped land around Karth Lake in the Northeast Quarter of Section 22, Town 30, Range 23 by the in- stallation of sanitary sewer and waterma"in, bituminous surfacing, concrete curb and gutter, and drainage facilities and necessary appurtenances. The foregoing is all substantially in accordance with a preliminary engineering report which is now on file and open to public inspection in the office of the City Clerk Admini- strator. The cost of the improvement is presently estimated at ~1,070,100.00. The area proposed to be assessed for the improve- ment shall be the following: The N.E. ~ of Section 22, T. 30, R. 23. The N. E. ~ of the S. E. ~ of Section 22, T. 30, R. 23. Except the West 397.5 Feet, the North ~ of the N. E. ~ of the N. W. ~ of Section 22, T. 30, R. 23. . All persons desiring to be heard with reference to the improvement and the area proposed to be assessed therefor may appear and be heard by the City Council at the time and place stated above.
