WHEREAS, tha City of Arden Hliis has bean provIded
with a copy of the oroDosed ,ruies and reQulatlons of the
RIce Creek Waterthed DI$trlcti ana

WHEREAS, these ruBes and regulations are scheduled
to be considered by the Rice Creek Board of Managers at a
public hearing ~n November 12, 1980, and
_ WHEREAS, these- rules and regulations contain several
sections to whIch tbe City of'Arden HIDls s1"ron9ly obJects;: and
, WHEREAS. the rules and reguletlons appear to demonstrate

tory agency rather than an organization serving to coordinate
storm water activities and Identify problems to carry out those
functions not able to be undertaken by the local governmental

develop a master storm water pHan In conjunction with the Rice
Creek \1ai'ers!i'edd Board of Managers; and

THEREFORE, BE IT RESOLVED that the City of Arden Hills
~oes hereby go,on record as opposing the ru~es and regulations of
the Rice Creek \'Jatershed Dlstr.!ct which are being considered at
pUbl,lc hS6Irlng 6n Novemb<Slr 12. i980, '
BE aT FURTHER RESOLVED. that the City Is very concerned
about the direction of the Rica Creek \'Jatershed Board of Managers

agency to carry out those functions not abBe to be undertaken by the

BE iT FURTHER RESOLVED. that In order to further comment
on the Issues !nvoived we request a continuance of the public
hearing,
