Resolution No. 80-52, Approval of Chapter 612,
Section 7 of the 1980 Laws (Membership in RCLLG and Dues Based
on Metropolitan Council Population Estimates)
Hanson moved that Council adopt Resolution No. 80-52. Wingert
seconded the motion and asked the ramifications if not adopted.
Concern was expresaed relative to having the watershed
districts, conservation districts, school district
etc. included in this kind of body.
McNiesh npted that tf Council does not act on the Resolution, it
will be assumed that it has been disapproved.
It was noted that the mixture of charters causes considerable
cross-purposes with the original purpose of the league, which was
to allow local governments to coordinate and cooperate amongst
themselves for legislation to aid municipalities; feels this mix-
ture subverts this purpose.

Motion did not carry (Hanson voting in favor of the motion, Wingert,
Crichton, Woodburn voting in opposition).
Reasons given for not adopting the Resolution were:
