Extract of Minutes of Meetin'1
of City Council
City of Arden Hills
Ramsey County, Minnesota
July' 28, 1980.
A reqular meetin'1 of the Council of the City of Arden
Bills, Minnesota, was held in the City Ball on July' 28, 1980.,

at 7:30. o'clock p.m.
The following members were present: COUllcd:lmen CharUe 'Cr1ch~on.
Ward Banson. ',Ja_s W1nger~. .1lober~ .Woodburn
and the following were absent:..yor Crepeau
The City Clerk Administrator presented to the Council the
proposed 1980. assessment rolls prepared by her with the assis-
tance of thfl City consulting engineer as directed by the Council
on June 9, 1980., and reported that the assessment rolls are
now on file in her office and open to public inspection.
Councilman W1D.ger~ then introduced the following resolu-
tion and moved its adoption:

RESOLUTION APPROVING PROPOSED SPECIAL
ASSESSMENT ROLLS AND PROVIDING FOR BEARINGS
BE IT RESOLVED by the Council of the City of Arden Hills
that the proposed 1980. assessment rolls now on file and open to
public inspection in the office of the City Clerk Administrator
are approved, and the Clerk Administrator is directed to
publish and mail notices that the Council will meet to consider
the proposed assessments on August 18, 1980., at the City Ball,
1450. West Highway 96, in the City of Arden Bills, at 7:30.

Each notice shall sta1;e the 4ate, time and place of the
meetinq; the qeneral nature .of each of the illlprov~1:s, the
areas prOposed to be assessed, the tbtal cost of the llllprove;'
ments, that the proposed a$sessment rolls are On file. with the'
Clerk AdJuinis'brlltor, and that written or oral Objectibns there-
to by any property owner will be conside1l'i:la. '!'he DOticeS
shall be published in the official newspaper of the City at
least once, and shall be mailed to the owners of each parcel
described in the assessment rolls, not less than two weeks.
prior to the date of said meetinq. For the purpose of such
mailed notices, owners of said parcels shall be those shown as
such On the records of the County Treasurer. Every property
owner whose nama does not appear on such records (other than
owners of property which is tax exempt or is taxed on a gross
earninqs basis) shall be deemed to have waived such mailed
notice unless he has requested in writinq that the County
Treasurer include his name on the records for this purpose.
'!'he motion for the adoption of the foreqoinq resolution
was duly seconded by Councilman . BaDson , and upon vote being
taken thereon, the followinq voted in favor thereof: Al11lresent:

whereupon said resolution was declared duly passed and adopted.
