RESOLUTiON ESTABLISHING STREET LIGHTiNG POLICY

WHEREAS. the LEAA street Lighting Projects Report states:
"Well, 11'1' streets may rlHluce the fear of crime, but thers Is
no statistically significant evidence that street lighting
raduce~ crime Itself," and
WHEREAS", the majority of vehicular !lccldents occur during
tne daylight hours, and
WIiEREAS, sceldent rates ShOll only a modsst decrease with

NOW. THEREFORE. BE iT RESOLVED BY THE CITY COUNC~L OF THE
CITY OF ARDEI~ HI LLS, M~NNESOTA. that the following polley be adopted,
recognizing that unusual conditions or circumstances may require

2. Street lighting at Intersections may be provided If
the following criteria ar<s gen<:3rally met:
al An Arden Hills street or privata road
with a dally usage of over 500 cars per
day Intersects a county or state road.
bl An Intersection of two Arden Hills streets
or a privata road tlhsre one carries ov<sr >
500 cars per day and the othsr over '2.000

3. Str~et lighting may also be used where there are distinctly
unusual safety problems; such as sharp curves, difficult
to antlcipste topographical considerations or other par-
ticularly dangarouB physical problems which woufd be
clearly mitigated by lighting.
4. Vehicular activity may be estimated by Judging the number
,?f houses which would usa a col lactor street and multiply-
Ing by seven, or by an actual vehicle count.
5. Appl icatlons are to be revlawed by the Public Safety
Comrni ttae.
