The City Clerk Adndnistrator presented to the Council the
proposed assessment roll for Improvement No. W-78-5
prepared by her Wi~l ~le assistance of the City consulting
engineer as directed by the Council on July 9, 1979, and reported
that the assessment roll is nOH on file in her office and o~....
to public inspection.

now on file and open to ~ub1ic inspection in the office of the
City Clerk ACUainistrator, is approved, and the Clerk Adminis-
trator is directed to publish and mail notice tilat the Council
will meet to consider the proposed assesmnent on August 21, 1979,
at the City I1all, 1450 Hest I1ighway 96, in the City of Arden
Hills, at 7:30 o'clock p.m. The notice shall state the date,
tune and place of the meeting, the general nature of said
improv8Ulent, the area proposed to be assessed, the total cost
of the ll.!prover'lent, that the proposed asseSSMent roll is on
file with the Clerk Administrator, and that l~itten or oral
objections thereto by any property Olmer 'l'dll be considered.
It shall be published once in the official newspaper of the
City at least tl\l'O weeks prior to the hearing, and shall be
Lailed to the Ol\I'Der of each parcel described in the asseS&Jent
roll, not less than two l'1eeks prior to the date of said raeeting.
For the purpose of such 13ailed notice~ owners of said parcels
shall be those sho\\I'D as such on the records of the County
Treasurer. Every property owner 'l'111ose name does not appear
on such records (other than owners of property \'1hich is tax
exempt or is taxed on a gross earnings basis) shall be deeraed
to have waived such mailed notice unless he has requested in
writing that the County Treasurer include his narae on .the re'cords
for this purpose.
