The following members were present: Mayor Henry J. Crepeau, Jr., Councl (men Charlie Crichton, Ward Hanson and the follo\dng were absent: Councll'lnen James Wingert, Robert Woodburn The City Clerk Administrator presented to the Council the proposed assessment roll for Improvement No. SS-W-P-78-1 prepared by her "lith the assistance of tIle City consulting engineer as directed by the Council on July 9, 1979, and reported tllat the asseSS1:1ent roll is nou on file in her office and 0....... to public inspect.i.on. SS-W-P-78-1 bE IT m;SOLVBD by the Council of the City of Arden Hills that the proposed assessment roll for Improvement No. SS-W-P-78-1 ~ ~ .'.r . now on file and open to j,>ublic inspection in the office of the City Clerk Administrator, is approved, and 'the Clerk Adlninis- trator is directed to publish and mail notice that the Council will meet to consider the proposed asseslDl1e11t on August 21, 1979, at the City Hall, 1450 Hest llighway 96, in the City of Arden Bills, at 7:30 o'clock p.m. The notice shall state the date, ti1ne and place of the meeting, t;he general nature of sair1 improvement, the area proposed to be assessed, the total cost. of tbe imprOVeILlent, that the proposed asseSSIJent roll is on file with the Clerk Adlninistrator, and tha-l:: written or oral Objections thereto by any property o~mer ~lill be considered. It shall be published once in the official newspaper of the City at least t\l1O weeks prior to the hearill9, and shall be mailed to the owner of each parcel described in the assesSt1ent roll, not less than two weeks prior to the date of said meet.ing. For the purpose of such mailed notice, owners of said parcels shall be those shown as such on tile records of the County Treasurer. Every property owner whose name does not appear on such records (other than owners of property \"1hich is tax exempt or is taxed on a gross earnings basis) shall be deemed to have waived such mailed notice unless he has requested in writing that the County Treasurer include his name on the records for this purpose.
