Crepeau, Jr., Councilmen Charlie Crichton, Ward Hanson and the following were absent: James Wingert, Robert Woodburn " The City ClerJ\: Administrator presented to the Council the proposed assessoent roll for Combined Improvements No. W-77-5 and ~J-78-2 prepared by .her with the assistance of the City consulting engineer as directed by the Council on July 9, 1979, and reported that the assesswent roll is now on file in her office and open to public i.dilt;ll;tlJ-e.i.on. CouncilIuan Crichton then int::O<iuced the follmdnq resolution ~~ moved its Rncrtion: Resolution lJo.. 71i1-JIi RESOLUTION PROVIDI~G FOR lIEAlUUG OH TilE PROPOSED ASSESSliEllT FOR COl<1l3Ilmo n:lPRovmml~s U-77-5 rom ,1-7B-2 BE IT RESOLVED by the COuncil of the City of Arden Hills, that the proposed assessment roll for COllIl.lined Improvements 1Jo. 11-77-5 and \1-78-2 now on file and open to public inspection in " .. . << the office of the City Clerlt Administrator, is approved, and the Clerk ALhuintstrator is directed to publish and mail noUce that the Council will meet to consider the proposed assessment on August 21, 1979, at the City Uall, 1450 Hest Highway 96, in the City of Arden Hills, at 7:30 o'clock p.nt. The notice shall state the date, tirJe and place of the meeting, the general nature of said improvement, the area proposed to be assessed, the total cost of the improvement, that the proposed assessment roll is on file with the Clerk Aaministrator, and that written or oral objections thereto by any property owner will be considered. It shall be published once in the official newspaper of the City at least two weeks prior to the hearing, and shall be mailed to the owner of each Parcel described in the assessment roll, not less than two weeks prior to the date of said meeting. For the purpose of such mailed notice, owners of said parcels shall be those shown as such on the records of the COunty Treasurer. Every property owner whose name does not appear on such records (other than owners of property which is tax exempt or is taxed on a gross earnings basis) shall be deemed to have waived such mailed notice unless he has requested in writing' that the COunty !l:'reasurer include his name on the records for this purpose. 'rhe motion for the adoption of the foregoing resolution was duly aeoonded by COuncilman \.Il'lnc:nn , antl upon VUl:e being taken thereon, tha fOllouing voted in favor thereof: All and the fOllowing voted against the same: None whereupon said resolution was declared duly passed and adopted. .~ C!/~~ ~~
